This looks like a Pectoral Sandpiper to me. Note the lack of contrast between cap and supercilium, lack of white eye ring, fat/chunky body, long pale based bill, and heavily streaked center

Definitely an Empidonax and it may be a Hammond's but it's a juvenile still growing it tail (& maybe wings too) which makes it hard to tell for sure between Dusky & Hammond's.
