Isn't this likely to be a Bachmann S-2 with the OOP mod axle set from NWSL originally developed for the Bachmann 70-tonner?
A write-up was in the July 2008 RMC by Steve & JIm Hauff.

I did 3 athearn old blue box units it’s really easy to do them! Have I believe an S2 and SW of some sort that I haven’t used for years! My geep 35 is my test loco! It was the first one I did in the seventies!

That article described converting the Bachmann HO Std. gauge 70t diesel to HOn3 using NWSL wheel/axles that have been out of production for several years.
