Solar ovens will work for paint drying even if it is cold out. Just need a sunny location out of the wind. Thick cardboard box lined with aluminum foil and a cover of thick glass, and you're in business.

You can do it here in Central AZ ,Dewey, but it's only 45 degrees so it will take awhile.
Nice bright sun though.

Narrow Gauge Colorado, has the PSC passenger trucks (plastic side frames - metal wheel sets) in stock. Not Blackstone, but it may be an alternative, for you.  ( http://narrowgaugecolorado.com/?name=Catalog&mode=i&item=002492 )

Great, you're doing this while we're at about 7 degrees and snowing on the eastern plains of Colorado.  Can't bake anything in that. :o(

Re: Instructions

Steve Hatch

These locos can be made to run really well but care must be taken in assembly
I wrote an article about how to do that and it's here on my web site:
How to assemble for smooth running:

http://www.railwayeng.com/hon3/mdc280/mdc280.htm

That should help you..  I have built several this way and they all work extremely well.
