It might just that they are currently out of stock and therefore not showing on the website. Let’s not “throw the baby out with the bath water“ as the old saying goes.
The NMRA does many things that are beneficial to all scales.

No, I went to the NMRA website and at their store only see HO, O, On30 and N scale standards gauge. So I was not sure if they were still made.
Is your question related to the fact the NMRA has just released plastic clearance gauges for most of the various scales and gauges, including ones for On3 and On30, but nothing for HOn3, which I believe is a larger market that the other two combined?
This would not be the first time the NMRA has done some pretty squirelly (sp?) things.
