I use spackling compound.  When dry I "sand", not with sandpaper but with a wet sponge to get a smooth surface.  Let dry.

Sometimes I will put a drop of thin ACC on it to hold it in place and strengthen it.

But usually I don't use the ACC.

Normally I use acrylic paint 

Acrylic paint will help hold this dot of dried sparkle in place.

I use super glue when I know I won't be drilling there again.  I put it on with a tooth pick point.  Sometimes I will use squadron Putty when I know I might be drilling a hole around the area.
