7033 carrier?

Has anyone heard any more about the 7033 kHz carrier that people say started around the day of the invasion? Is it Russian 'Container" Over The Horizon Radar as some have said? Or is it something to do with NORAD at Cheyenne Mountain as others have said? I don't have one of those nice rotatable pointy things so I don't even know the general direction. Sigh... -David, N9KT
