Probably not. Only those Moderators who have been given the corresponding permission can change group settings (see screenshot).

There are several things that need to be in place.  First, the group has to be either a legacy basic group or a paid group since newer basic groups can't have a files section.  If one of those is true, then the owner or a moderator with the proper permission can enable files (and photos, etc.)
