What does [EXTERNAL] mean on a post

What does [EXTERNAL] mean when it's the prefix of a Subject line, as in

 

[EXTERNAL] [Group's Name] Actual Subject

Is there a way to merge it and its thread into another thread?

That was likely added by someone's email client/program when they received it.  When they replied, it was included.  Information on merging topics is at https://groups.io/g/GroupManagersForum/wiki/How-To-Merge-Threads

More precisely, administrators of large organizations like American Red Cross and State of North Carolina which use Microsoft Exchange or Microsoft Office 365 can set an option which prefixes the subject with with "[EXTERNAL]" when at least one of the addressees is outside the enterprise. This cautions other internal recipients to be careful what they write in a "Reply All" message.
