Many supposedly free email providers perform some sort of restriction on their victim/members. throttles the incoming messages if one exceeds an unspecified total of something they do  not define to the user.   As a resdult, messages are bounced by the server with cryptic error messages like, "too many messsages" 
account busy, try later
Hotmail also does this and Prodigy.  AOL has some unique stuff going on.  Their servers are actually on their own custom style network with bridges to the real internet.  If you assigned bridge gets too busy, they declare a "destination timeout".  this last may have changed but I've seen more retries on AOL that on any other service.
