And if topic-level, why wouldn't they then be automatically-included in the GIO-outgoing message's subject if one removed one or both/all? 

It's similar to the embedded image thing, where the one that lands in the online message archive gets resized to 640px while outbound emails contain the un-resized image. Why this should be so -- in either case -- I cannot answer.
