There's public (all Facebook members), and then there's public (everyone on the internet). Integration requires the latter. You didn't read enough of the page that Bruce sent you to. In particular the section "I can't see my Page when I'm logged out of Facebook" probably has your answer: the page cannot have age or country restrictions.
