ISS beaconing attempts from balloon payload have been around way before Alan.
For example, Thomas KT5TK http://kt5tk.wordpress.com/ has been doing it with 100mW but unfortunately did not have any success.
I think it is hopeless due to the way digipeating works.
You want no stations in the footprint to have low noise floor and be able to get through and at the same time plenty of stations to hear the digipeated packet.
