If you contact them Elecraft they can provide a software patch to enable Tx outside the normal amateur bands.
With the patch enabled, Tx on my K3 is still inhibited between 7.650 and 9.000 MHz. As someone else has pointed out this is probably due to the proximity to the Intermediate Frequency.
