After removing the little metal cap, I checked, mine is the same way, the pins are hard bound, the ring is loose.

Mine is also loose.  I haven't opened it up, but I figured that the connector was just soldered to the board and not fastened to the front panel.  It seems that most electronic items are constructed that  way these days.  In other words, "they don't make 'em like they used to"
