Have you checked what the different areas of the graphical performance view in Windows Taskbar look when the stutter happens?
I have a rather powerful i7 (7th Gen) desktop with Gigabyte Z270X-Gaming 7 motherboard running two 4k monitors via its inbuilt Intel graphics chip. I clearly see that the GPU peaks (100%) in various situations when I have SW2 either recording or playing back the full 24MHz bandwidth and I do anything that requires power for graphics rendering, like move a web page that has a map. When this happens, especially during playback, I get some stuttering. The behaviour is basically the same despite of the storage media (SATA HD, USB3 HD, SATA SSD). For example, an USB3 HD seems to run between 80% and 95% of its max performance but does not cause any stutter.
In my case, I plan to get a more powerful GPU.

Hi, I usually use a bandwidth of 1,53 MHz and have not problems with 
stuttering on an i5 processor. I think that with 24MHz your CPU is at
it's limits. No wonder my FlexRadio 6500 SDR crunches the numbers
internally with it's FPGA and not in the PC! :-)
