Telephone call between Costa Concordia Captain and Italian Coast Guard (ENGLISH SUB)

January 17, 2012

Here is a translation of the transcript of the conversation between Capt. Francesco Schettino,
commander of the grounded Costa Concordia, and Capt. Gregorio De Falco
of the Italian coast guard in Livorno.

In the conversation, De Falco repeatedly orders Schettino to return to the ship
to oversee the evacuation, while Schettino resists, making excuses that it's dark
and that the ship is listing.

Costa Concordia

From Wikipedia, the free encyclopedia

https://en.wikipedia.org/wiki/Costa_Concordia

Costa Concordia (Italian pronunciation: [ˈkɔsta konˈkɔrdja]) was a cruise ship operated by Costa Crociere.
She was the first of the Concordia-class cruise ships, followed by similar ships Costa Serena, Costa Pacifica,
Costa Favolosa and Costa Fascinosa, and Carnival Splendor built for Carnival Cruise Line.
When the 114,137 gross tonnage (GT) Costa Concordia and her sister ships entered service,
they were among the largest ships built in Italy until the construction of the 130,000 GT Dream-class cruise ships.

On 13 January 2012 at 21:45, Costa Concordia struck a rock in the Tyrrhenian Sea just off the eastern shore
of Isola del Giglio. This tore open a 50 m (160 ft) gash on the port side of her hull, which soon flooded parts
of the engine room, cutting power from the engines and ship services. With water flooding in and the ship listing,
she drifted back towards the island and grounded near shore, then rolled onto her starboard side, lying in an
unsteady position on a rocky underwater ledge.

The evacuation of Costa Concordia took over six hours, and of the 3,229 passengers and 1,023 crew known to
have been aboard, 32 died. Francesco Schettino, the ship's captain at that time, was subsequently
found guilty of manslaughter, causing a maritime accident, and abandoning his ship.[3]
The wreck was salvaged three years after the incident and then towed to the port of Genoa, where scrapping
operations began.[4]

Another Night to Remember

When the Costa Concordia, a floating pleasure palace carrying 4,200 people, hit a rock off the Italian coast on January 13,
it became the largest passenger ship ever wrecked, supplanting the Titanic in maritime history. From the moments when
the captain made the first in a series of incredible blunders, through a harrowing night of mindless panic and deadly peril,
in which rescuers and passengers improvised a massive evacuation and ordinary men emerged as heroes, Bryan Burrough
reconstructs an epic fight for survival—in which all too many would perish. Related:

Costa Concordia captain convicted in deadly shipwreck

Holly Yan-Profile-Image

CNN
Updated 4:34 PM ET, Wed February 11, 2015
https://www.cnn.com/2015/02/11/world/costa-concordia-trial/index.html

Grosseto, Italy (CNN)The captain of the Costa Concordia is guilty of manslaughter
and other charges related to the ship's fatal wreck in January 2012 off the Italian coast,
a judge announced Wednesday night, capping a tumultuous 19-month trial and
providing a little more closure for dozens of grieving families.

Lengthy trial or not, the three-judge panel needed only about five hours to decide the fate
of Francesco Schettino. Their choices: Agree with prosecutors who cast the captain as an
"idiot" who abandoned ship like a coward, or with defense lawyers who characterized him
as a "scapegoat" who ended up in a lifeboat only because he lost his balance and fell into it.

The judges apparently sided with prosecutors, and sentenced Schettino to spend 16 years in
prison and to pay court costs.

It could have been worse. The former captain faced a possible sentence of 26 years behind
bars for convictions for causing a maritime disaster, abandoning ship and multiple counts
of manslaughter.

Captain who commanded Costa Concordia in cruise disaster that killed 32 begins 16-year prison sentence

Reporting from ROME —

Francesco Schettino, the former cruise ship captain sentenced to 16 years for steering

the Costa Concordia into rocks, was finally jailed Friday after his lengthy appeals process ran out.

Dubbed “Captain Coward” for fleeing the capsizing cruise ship in 2012 as 32 passengers and crew

drowned, Schettino handed himself over to police on Friday evening after Italy’s supreme court

upheld his 2015 conviction.

“I trust in the justice system; the verdict must be respected. I’m handing myself in right now,”

he told his lawyer, Saverio Senese, by telephone after the verdict, adding he was standing outside

a jail in Rome.

Schettino, 56, was convicted for shipwreck, manslaughter and abandoning ship after he steered

too close to rocks on the Italian island of Giglio on Jan. 13, 2012, while showing off to a Moldovan

dancer with whom he was having an affair.

“A letter from Francesco Schettino, written in the (ultimately vain) hope that it might contribute to a safety
conference held earlier this month in London, shows, amid his remorse and despair, a desire to share his
experiences of that nightmare event. “Few captains lived a similar experience,” he notes. “Before the accident”,
he writes, “I have always stressed the importance of the Bridge Team efficiency and effectiveness. In my life
I have never left things unplanned. Notwithstanding my attitude, that night I have experienced that a whole
team of conning officers, three of them including a deck cadet while on duty at their radars and ECDIS stations,
did not detect that the ship was running aground”.”

Costa Concordia Review

ALL CRUISE LINES (1423 SHIPS)

https://www.cruisemapper.com/ships/Costa-Concordia-1707

“Review of Costa Concordia

The 2006-built cruise ship Costa Concordia was a Carnival Corporation-owned Concordia-Class passenger liner
identified by IMO number 9320544, MMSI number 9320544 (Italy-flagged) and CallSign IBHD.
The vessel was designed and constructed in Italy and by one of world's largest shipbuilding companies - Fincantieri -
at its Sestri Ponente Shipyard (near Genova/Genoa). The ship operator was Costa Cruises (one of Carnival Corporation's
subsidiaries and its 2nd-largest brand by fleet and annual passenger traffic).

Concordia was the first of all five Concordia-class liners operated by Costa Cruises - together with the sisterships and
fleetmates Serena (2007), Pacifica (2009), Favolosa (2011) and Fascinosa (2012), plus the Carnival Cruise Line's vessel
Carnival Splendor (2008). This large-sized (115,000 GT tons) and beautifully designed vessel was wrecked
off Giglio Island (Italy) on January 13, 2012. The accident was caused by a human error that resulted in a collision/allision
with an underwater rock. Hours later, the vessel capsized and in the following year was declared a total loss (not usable).
In July 2014, the wreck was towed to Port Genoa for dismantling. The vessel's 3,5-years salvage operation turned out to be
the most expensive and the riskiest ever conducted.

This page is mainly a review on the ship's salvage operation and the accident's impact on the shipowner and the cruising
industry in general. Here you can compare facts related to this ranked "worst cruise ship sinking disaster ever", learn all
about the vessel's salvage plan and the wreckage removal operation procedures. For details on ship's collision and sinking

Post Costa Concordia
https://www.rina.org.uk/costa_concordia_recommendations.html

The flooding of five continues watertight compartments containing most of the ships vital equipment makes the Costa Concordia casualty an exceptional incident. While the initial technical assessment has been completed there are still on-going investigations and a criminal case and it may be sometime before the full facts are released into the public domain.

Since Costa Concordia was construction new SOLAS regulations have come into force for new build passenger ships placing a greater emphasis on the “safe return to port” philosophy This has resulted in the introduction of a number of features including;

Improved segregation and redundancy of vital equipment for propulsion, steering and navigation

    Compulsory onboard stability computer

    Installation of flooding detection systems

Use of electronic chart display systems (ECDIS) as the primary means of navigation

Other areas that may be revisited in the light of the Costa Concordia accident include.

Double skin protection for WTC’s containing vital propulsion and electricity production

    Better distribution of bilge pumps

Placing main voltage propulsion transformers in a higher location

Relocating the main switchboard room above the bulkhead and the redundancy of electrical distribution systems

The disaster of Costa Concordia cruise ship: An accurate reconstruction based on Black Box and automation system data

Publisher: IEEE

PDF

Author(s)

https://ieeexplore.ieee.org/document/7402049
Abstract:

In this paper, an accurate reconstruction of the events preceding the January 13th, 2012 impact of the Costa Concordia
cruise ship with the rocks of Isola del Giglio is presented, along with the emergency countermeasures activated by the
ship automation system after the impact. The reconstruction is entirely based on data recorded by the information
systems of the ship and demonstrates the importance of this kind of data from a scientific and forensics point of view.
First the authors, three of whom have served as consultants in the trial in Grosseto, Italy, show how information stored
in the Voyage Data Recorder, the so called “Black Box”, has been used to calculate the exact time and coordinates of the
impact point. An accurate evaluation of these data represents a “conditio sine qua non” to ascertain the effects of the
helmsman's error, who allegedly misunderstood the Master's orders just 20 seconds before the impact.

Commission adopts new rules in wake of Costa Concordia disaster

“The European Commission has adopted a series of legal proposals aimed at simplifying and modifying the safety
and security framework for passenger boats in EU waters. EURACTIV Spain reports.

Updating the legislation has been a reaction to “lessons learned, including accidents and the evolution of technology”,
said the Commission, which insisted that the safety of more than 400 million passengers that set sail in EU waters
every year would be guaranteed in a more effective and efficient manner.”

Costa Concordia trial: Was captain Francesco Schettino really the only one at fault for the disaster?
The doomed cruise liner's skipper has been convicted, but some think he has been made a scapegoat

The Independent

https://tinyurl.com/y7xs68hu

“the national consumer group Codacons and some experts point to court documents showing that technical
failings in the vessel and the haphazard evacuation plans added to the death toll. Giuliano Leuzzi, Codacons’
chief lawyer, said there was an “obvious causal link between them and numerous deaths”.

And referring to suggestions that the delayed order to abandon ship was to blame for most if not all the fatalities,
Professor Bruno Nero, a safety expert at Pisa University who advises Codacons, said: “Do we really believe that
if hundreds or thousands of people had fled straight away into the seas in the darkness in January, then there
wouldn’t have been a single death? I don’t.”

Jim Walker, a Miami-based maritime lawyer and a frequent critic of Costa Cruises and its US parent company,
Carnival Cruises, concurred. “Captain Schettino, although clearly guilty, was quickly turned into a scapegoat
by Costa Cruises [the Concordia’s owner] and its parent company, Carnival Corporation,” he told
The Independent on Sunday. “The disaster involved a myriad of factors that point to corporate recklessness,
in addition to the obvious negligence of the captain. Poor communication between the crew members and
passengers, inadequate safety procedures, poor evacuation procedures, and technical defects in the ship
(faulty water-tight doors) all revealed legal fault by the cruise line.””

10 lessons from the Costa Concordia disaster

Michelle Deal-Zimmerman

Baltimore Sun
January 17, 2012
https://tinyurl.com/ybvob9se

From what I've read so far, the capsizing of the Costa Concordia appears to have been perfectly preventable.
The captain's foolhardy navigation, as well as his alleged abandoning of the ship (per this Italian Coast Guard
transcript), may indeed prove to be criminal. But there are always lessons to be learned from even the most
tragic situations. Here are a few:

1. Pay attention to the lifeboat drill.

2. Know the ship.

3. Know your fellow passengers.

4. Know your crew members.
5. Stay calm, but expect chaos.
6. Be a good swimmer .
7. Keep your passport with you at all times - and a little cash.
8. Reconsider travel insurance.
9. Taking a cruise has its risks.
10. Avoid watching the film Titanic.
