A compromise transportation bill unveiled Tuesday would spare NJ Transit from a $50 million funding cut, scale back attempts to relax trucking regulations and order Amtrak to spend more of the fares collected on the Northeast Corridor on improvements in the region.

.

The bill also would authorize additional funding for dangerous rail crossings and on rail safety systems known as positive train control.

.

It calls for action plans on train speed limits following a fatal Amtrak crash in Philadelphia in May.

.

And it would order a study of the amount of time truck drivers spend commuting before they start working, in reaction to a fatal New Jersey Turnpike crash in 2014 that injured actor Tracy Morgan.

.

The product of a conference committee that meshed differing House and Senate versions passed earlier this year, the bill could receive final approval in each chamber this week because the latest extension of federal authority to reimburse states for road projects expires on Friday.

.

The bill calls for spending $281 billion over five years, with highway funding increased by 15 percent and transit increased by 18 percent, according to The Associated Press. The bill also would authorize an additional $10 billion over five years for Amtrak and $1 billion for vehicle safety programs, but those funds face separate votes in Congress before the money can be spent.

.

The bill will face some opposition, in part because it includes a provision that renews the federal Export-Import Bank, which some conservatives sought to shutter. The American Banking Association also condemned the bills reliance on the Federal Reserves resources to supplement the shortfall in gas tax collections needed to pay for projects.

.

New Jersey Democrats cheered the decision by the conference committee to reject a House-passed provision that would have taken money from a transit program for high-density urban areas and given it to a program for buses largely in rural states. That program would have cut $50 million from NJ Transits budget for maintenance and repair work, such as upgrading rail stations and replacing buses and tracks.

A grand jury has begun evaluating evidence to decide whether criminal charges should be filed against two white officers in the fatal police shooting of Tamir Rice, a 12-year-old black boy carrying a pellet gun outside a recreation center.

The head of Clevelands largest police union told the Associated Press on Tuesday that officers were subpoenaed to testify before the grand jury last week and on Monday.

Cuyahoga County prosecutor Tim McGinty has said he would take the case to the grand jury, but Loomiss comments revealed that the panel had begun hearing the case. McGintys spokesman Joe Frolik said the prosecutors office cannot comment on grand jury proceedings.

The 22 November 2014 killing became a flashpoint in the wake of other deadly police encounters with young black males across the country.

.

Tamir was playing with a borrowed airsoft gun, which shoots nonlethal plastic pellets, when someone called 911. The gun bore a striking resemblance to a real firearm, in part because its tell-tale orange tip had been removed.

.

Footage recorded by a surveillance camera showed then-rookie patrol officer Timothy Loehmann shooting Tamir within two seconds of a patrol car skidding to a stop just feet from the boy. Questions remain about whether Loehmann told Tamir to raise his hands before shooting him in the short amount of time it took to fire two shots, one of which struck Tamir.

In just three months, 15,000 people in Wisconsin have already lost food stamps thanks to Gov. Scott Walkers (R) decision to enforce full work requirements for the program in Milwaukee despite economic conditions dire enough to trigger a federal reprieve.

Walkers administration made the policy change in April. Since then, anyone deemed to be an able-bodied adult with no dependents to care for must prove they are working or participating in job training programs for at least 20 hours per week. Failing to meet that standard means losing Supplemental Nutrition Assistance Program (SNAP) benefits after three months.

.

The 15,000 bumped from the rolls from May to July is only half the number the state predicts will ultimately lose food stamps because of the move.

.

The 20-hour weekly work requirement is typically waived when economic conditions are too tight. Since making people hungrier doesnt create jobs where none exist, the federal government alerts states each year to the areas within their borders where the work rules can be suspended. Other linkages between SNAP enrollment and a persons willingness to work a job if offered one remain in place, but the hard-and-fast hourly rule is waived.

.

Unless a governor decides not to heed the federal economists who study local labor markets, as Walker did here and numerous other state leaders most Republican have done in the past few years. In Wisconsin, about 60,000 of the states nearly 800,000 SNAP recipients were expected to be subject to the new rules.

.

There are 14 counties in Wisconsin where the labor market is too weak for the federal government to enforce the requirements. Walker declined to except those counties when his administration reinstated the stiffer rules, leaving food stamps recipients to contend with work rules in local economies where work is too hard to find.

.

The 14 counties contain roughly a quarter of the states 5.8 million overall population, but more than half of Wisconsins non-white population. Mostly thats because three of the states most ethnically diverse population centers Milwaukee, Racine, and Beloit all qualify as Labor Surplus Areas for fiscal year 2016. The additional burdens of Walkers food stamps decision are therefore falling on about one in four of his citizens, but one of every two people of color in his state.

SAN BERNARDINO, CALIF. At least two gun-wielding assailants opened fire on a holiday party for county employees Wednesday, killing 14 people in the deadliest mass shooting in the United States since the Sandy Hook Elementary School massacre three years ago this month.

.

Hours after the shooting, law enforcement officials said two suspects Syed Rizwan Farook, 28, and Tashfeen Malik, 27 had been killed in a police shootout several miles from the site of the original attack.

.

In between were four hours of terror that brought the city of San Bernardino to a standstill. Fearful residents sheltered in homes, emergency responders rushed to get bleeding victims to safety, and dozens of law enforcement officers were embroiled in a car chase that took them from a residential street in nearby Redlands to a shootout back in San Bernardino that left both suspects dead, an officer wounded and one more community permanently changed.

.

The motives behind the mass shooting the 355th in the U.S. this year are still unclear. At a late night press conference, San Bernardino Police Chief Jarrod Burguan said that Farook is a U.S. citizen who worked as a health inspector for the San Bernardino County Department of Public Health, which was hosting Wednesdays holiday party.

.

Police did not know where Malik was born or where she lived. A third suspect who had been seen fleeing the shootout was also taken into custody, though it was not clear whether he had been associated with the attack.

.

Asked about the third suspect, Burguan replied, Right now, as we continue to drill down our information, it looks like we have two shooters. We are comfortable that the two shooters that went into the building are the two shooters that are deceased.

.

Farook was at the gathering Wednesday, Burguan said, but he left early under circumstances described as angry or something of that nature.

.

Shortly after, Farook apparently returned with Malik, who officials believe is either his wife or fiancee. Then he allegedly opened fire.

Just another day in the United States of America, another day of gunfire, panic and fear.

Thats how the BBC chose to open its coverage of Wednesdays mass shooting in San Bernardino. And while the tone was certainly questionable, the accuracy was not.

.

The real shock and horror was the near universal lack of shock and horror.

.

In its place was something far more dangerous than terrorists or highly armed psychopaths, more fundamentally terrifying than butchery or bombs: Numbed acceptance, bordering on disassociation.

.

Democracy can survive violence, invasion and even fear, but it cannot survive malaise.

.

From the moment the killings were first reported, it became instantly clear that a year filled with senseless slaughter there have been 355 mass shootings in 2015, according to the Washington Post, including two on Wednesday had left its mark on those who report the news and those who consume it.

.

The shooting at the Inland Regional Center was called the deadliest since the 2012 killings at Sandy Hook Elementary in Newtown, Conn., but even as the number reported of dead climbed into the teens and the wounded flooded hospitals, the reporting, though thorough, was strangely subdued.

.

News outlets, including this one, flooded the area with a frightening efficiency born of repetition. Gone was the stutter-step of disbelief, the voice-choked sorrow, the barely concealed rage that marked coverage of Columbine, Virginia Tech, Newtown and Aurora. Gone was the first stage of denial or cautious diminishment, the hope that the harm done would not, could not, be as great as feared.

Authorities in San Bernardino, Calif., saying 14 people were killed and 14 others were injured in a mass shooting on Wednesday at a center for people with developmental disabilities. This is at least the third mass shooting since the rampage in Colorado Springs last Friday.

The San Bernardino shooting is the 355th mass shooting this year, according to a mass shooting tracker maintained by the Guns Are Cool subreddit. The Reddit tracker defines mass shootings as incidents in which four or more people, including the gunman, are killed or injured by gunfire.

In the wake of the mass shooting Wednesday in San Bernardino, California, President Obama forcefully condemned the "pattern" of mass shootings in the United States -- a pattern that doesn't exist in the rest of the world.

.

"We don't know that much yet" about the circumstances in San Bernardino, Mr. Obama said in an exclusive interview Wednesday afternoon with CBS News' Norah O'Donnell, shortly after the incident occurred.

.

"The one thing we do know is that we have a pattern now of mass shootings in this country that has no parallel anywhere else in the world," the president said. "We should never that think this is something that just happens in the ordinary course of events because it doesn't happen with the same frequency in other countries."

.

Mr. Obama called on lawmakers to come together "on a bipartisan basis" to make Americans safer.

.

"There are some steps we could take, not to eliminate every one of these mass shootings, but to improve the odds that they don't happen as frequently," he said. That includes "common sense gun safety laws" and "stronger background checks," as well as making use of the no-fly list, he said.

.

"For those who are concerned about terrorism, some may be aware of the fact that we have a no-fly list where people can't get on planes," Mr. Obama said, "but those same people who we don't allow to fly could go into a store right now in the United States and buy a firearm, and there's nothing we can do to stop them. That's a law that needs to be changed."

SAN BERNARDINO, Calif. The couple who the police say killed 14 people and left 21 wounded here had stockpiled thousands of rounds of ammunition and a dozen homemade pipe bombs in their home, officials said Thursday, a sign that they might have been planning further attacks.

The F.B.I. is treating the Wednesday shooting as a potential terrorist act, though the agency is far from concluding that it was, two law enforcement officials said.

.

The suspects extensive arsenal, their recent Middle East travel and evidence that one of them had been in touch with people with Islamist extremist views, both in the United States and abroad, all contributed to the decision to refocus the investigation. But officials emphasized that they did not know what set off the attack, and said that they were not ready to call it terrorism.

The suspects, Syed Rizwan Farook, 28, and Tashfeen Malik, 27, fired as many as 150 bullets inside the Inland Regional Center and then in the shootout with the police that left the couple dead, officials said. On Thursday afternoon, the authorities released the names of the 14 victims, ranging in age from 26 to 60.

With the F.B.I. examining Mr. Farooks electronic devices, analysts and agents have found evidence that at least a day before the attacks, he began deleting data leading investigators to believe that he was planning the attack.

Its not like he got angry and came back and started deleting and destroying things, said one law enforcement official.

In the middle of a community still reeling from the closure of Treadwell High School, Dan DeShon and his middle school students took what he calls a "barren wasteland of grass and weeds" and transformed it into an entrance garden where chrysanthemums, azaleas and daffodils flower.

.

Then they moved to the courtyard of Treadwell Middle School, sprucing it up and establishing another garden. After that came the raised-bed vegetable gardens, the Kitchen Community Learning Garden and even a "mini-orchard" that grows figs, kiwis, pomegranates, blackberries and blueberries.

.

Soon, dozens of students were showing up on Saturdays to work in the gardens. And the same large campus that once drew residents to watch such prep basketball legends as Penny Hardaway and Elliot Perry was attracting neighbors to help grow and harvest produce.

"We saw this as a great opportunity to expand our involvement with other parts of the community," said DeShon, a special-education teacher who established the garden club at Treadwell Middle and is now adviser to the newly chartered 4-H Club there.

With the holidays right around the corner, some people may turn to plants for gifts. I personally love giving plants as gifts. For some it is a learning experience, for others it is a new, possibly unique addition to a collection and some are just festive, like the Christmas cactus. But one thing that should be considered when buying plants for a gift is whether the recipient has pets. There are lots of houseplants that are harmful or even deadly to animals. Here is a list of a few houseplants to avoid giving pet owners as described by the ASPCA.

Sago Palm These small, stiff, arching palms are beautiful, but very dangerous. According to the ASPCA this plant can affect cats, dogs and even horses causing a wide variety of symptoms including vomiting, increased thirst, liver damage and even death.

.

Dieffenbachia Known as a plant that needs only filtered light and moderate watering, Dieffenbachia is easy to care for. But mix this common houseplant with dogs or cats and you may see symptoms such as excessive drooling and difficulty swallowing. Keep an eye on your pets if you have Dieffenbachia in your home.

.

Aloe Aloe is so good for us as humans, especially for our skin, but is absolutely toxic to cats and dogs. If your pet ingests aloe, they could suffer from vomiting, anorexia and depression. No one wants a depressed pet so keep the aloe in a safe place.

After nine years of planning, Deanna Groves and John Riedl, owners of The Garden Place, are proud to announce botanical gardens are coming to the Frankford area in 2017.

.

We are over the moon, Groves said. Garden tourism is constantly climbing so thats a huge bonus to our area and we know we are onto a good thing here.

.

Groves and Riedl came to Quinte West eight years ago with dreams of opening a botanical garden. They purchased their home north of Frankford with the idea of using six acres of their land for the gardens. They started their landscaping company and began developing plans for botanical gardens.

With shovels going into the ground in the spring of 2016, their years of hard work are about to come alive.

There will be 25 gardens with different themes, connected by paths. Themes will include a rose garden, English garden, edible garden and an interactive garden.

Weve got a special CFB Trenton garden because thats special to our hearts, said Groves and there will also be three unique surprise displays, which have never been created before.

Gardening is not an exercise in instant gratification, but even by horticultural yardsticks the Santa Fe Botanical Garden was slow to flower. For years, its only truly public site was the 35-acre Leonora Curtin Wetland Preserve, adjacent to El Rancho de las Golondrinas in La Cienega, which is open from May through October. It offers a beautiful natural landscape glorious when its cottonwoods are garbed in autumnal gold but it is probably not what most people would think of as a botanical garden. Finally in July 2013, after years of planning and planting, the organization opened the gate to its man-made garden at Museum Hill, which is being developed in three phases. The initial phase is apportioned among four principal areas a welcome garden, a meadow garden, a dry garden, and an orchard bounded on one side by mixed perennials and on the other by roses and lavenders and it has begun to grow in nicely. The garden will be expanding through two further phases. Ground was broken on Oct. 30 for the second of these, which will focus on ethnobotany (flora used by people, like crops or medicinal plants) and will include an amphitheater to accommodate 100 or more attendees for educational and artistic presentations. Visitors to the garden may occasionally glimpse a bulldozer in the background, which can be jolting, but it is at least a harbinger of more idyllic things to come.

In a four-season locale like Santa Fe, a botanical garden is bound to be at its best during the warmer months, but the Museum Hill garden has accepted the challenge of being a year-round destination. Horticulturally inclined people can find great interest even in a garden bereft of blooms and leaves, but Santa Fe Botanical Garden makes things more approachable for less-devoted plantsmen by ramping up the man-made adornments during the off-season. This is the first weekend during which visitors can take in Glow: A Winter Lights Event, now in its third year. Trees, shrubs, pathways, and other landscape elements are imaginatively illuminated, with snacks and libations, live music-making, and a chance to hobnob with Santa Claus adding to the festive spirit.

Art lovers will find it an occasion to get a new perspective on The Power of Place, an exhibition of 16 sizable sculptures distributed throughout the Museum Hill garden.

Obesity and type 2 diabetes harm bone health, according to a new study with rats that suggests exercise can prevent the damage.

Researchers once thought obesity was protective of bone because with more body mass, individuals have more bone mass; more bone mass typically decreases risk of osteoporosis and associated fractures, says Pam Hinton, associate professor of nutrition and exercise physiology at the University of Missouri.

.

What weve come to realize is that the bone of people with obesity and type 2 diabetes isnt good, quality bone. These individuals have an increased risk of fractures, so that extra body weight isnt protective.

.

Researchers examined how the development of obesity and type 2 diabetes affect bone structure, formation, and strength over time. Specifically, they studied the bones of rats that had a predisposition to overeat, which caused them to gain weight and become insulin resistant. This pattern of weight gain and insulin resistance parallels the development of obesity and type 2 diabetes in humans, Hinton says.

For the study, published in the journal Metabolism, half the rats were allowed to overeat and voluntarily exercise on running wheels; the other rats programmed to overeat remained sedentary. The researchers also had a control group of non-overeating rats that remained sedentary.

As the rats continued to grow, all groups increased their bone mass, but the rats that were obese and sedentary didnt accumulate as much bone mass relative to their body weight, Hinton says. So, decreased bone formation, loss of bone mass, and decreased bone strength all were present in the obese, diabetic, sedentary rats. However, the rats that exercised did not lose bone strength. In fact, the rats that ran on the wheels had stronger bones than the normal-weight controls.

A leading surgeon has warned a malicious combination" of obesity, poor hydration, high blood pressure and a lack of exercise is behind a surge in cases of kidney stones.

Bhaskar Somani, a consultant urological surgeon at Southampton General Hospital, said admissions for renal stone treatment in England had risen by 20% over the past seven years to more than 90,000, with prevalence up to 50% higher in obese patients.

Despite efforts to get Americans to exercise and eat healthier, obesity rates in the United States are still rising, a report from the U.S. Centers for Disease Control and Prevention (CDC) says.

.

Even amid major initiatives to raise awareness of the problem, obesity rates for adults in the U.S. have hit 37.7 percent, up from 34.9 percent in 2011 to 2012, the CDC reports.

.

The agency surveyed about 5,000 adults in the most recent National Health and Nutrition Examination Survey, which is conducted every two years.

.

Age is a factor, the report authors say, since the older Americans get, the more likely they are to be classified as obese.

.

Compared to younger adults in their 20s and 30s who had a 32.3 percent obesity rate, the rate for middle-aged people in their 40s and 50s rose to 40.2 percent.

.

Race and ethnicity are also seen as factors, the researchers found. Just 11.7 percent of adult Asian Americans were obese, while African Americans struggle with a 48.1 percent obesity rate.

.

Latinos at 42.5 percent and whites at 34.5 percent fell between those two extremes.

.

Finally, gender also has an impact. Obesity rates for women were higher than for men, 38.3 percent as against 34.3 percent.

Obesity is associated with health risks (1,2). Monitoring the prevalence of obesity is relevant for public health programs that focus on reducing or preventing obesity. No significant changes were seen in either adult or childhood obesity prevalence in the United States between 20032004 and 20112012 (3). This report provides the most recent national data on obesity prevalence by sex, age, and race and Hispanic origin, using data for 20112014. Overall prevalence estimates from 19992000 through 20132014 are also presented.

What was the prevalence of obesity among adults in 20112014?

.

The prevalence of obesity was 36.5% (crude estimate) among U.S. adults during 20112014. Overall, the prevalence of obesity among middle-aged adults aged 4059 (40.2%) and older adults aged 60 and over (37.0%) was higher than among younger adults aged 2039 (32.3%). No significant difference in prevalence was observed between middle-aged and older adults (Figure 1).

Overall, the prevalence of obesity among women (38.3%) was higher than among men (34.3%). For adults aged 2039 and 4059, the prevalence of obesity was higher among women than among men, but the difference between older women and men aged 60 and over was not significant.

.

Among both men and women, the prevalence of obesity followed a similar pattern by age. Men aged 4059 (38.3%) had a higher prevalence of obesity than men aged 2039 (30.3%). Women aged 4059 (42.1%) had a higher prevalence of obesity than women aged 2039 (34.4%). The prevalence of obesity among men and women aged 2039 was lower than among men and women aged 60 and over, except the difference for men was not significant.

Were there differences in the prevalence of obesity among adults by race and Hispanic origin in 20112014?

.

The prevalence of obesity was lowest among non-Hispanic Asian adults (11.7%), followed by non-Hispanic white (34.5%), Hispanic (42.5%), and non-Hispanic black (48.1%) adults. All differences were significant. The pattern among women was similar to the pattern in the overall adult population. The prevalence of obesity was 11.9% in non-Hispanic Asian, 35.5% in non-Hispanic white, 45.7% in Hispanic, and 56.9% in non-Hispanic black women. The prevalence of obesity was lower in non-Hispanic Asian (11.2%) men compared with non-Hispanic white (33.6%), non-Hispanic black (37.5%), and Hispanic (39.0%) men. No difference in obesity prevalence was observed between non-Hispanic black and non-Hispanic white men, nor was there a difference between non-Hispanic black and Hispanic men (Figure 2).

The only differences by sex were found among non-Hispanic black and Hispanic adults. The prevalence of obesity among non-Hispanic black women was 56.9% compared with 37.5% in non-Hispanic black men. The prevalence of obesity was 45.7% among Hispanic women compared with 39.0% in Hispanic men.

What was the prevalence of obesity among youth aged 219 years in 20112014?

.

The prevalence of obesity among U.S. youth was 17.0% in 20112014. Overall, the prevalence of obesity among preschool-aged children (25 years) (8.9%) was lower than among school-aged children (611 years) (17.5%) and adolescents (1219 years) (20.5%). The same pattern was seen in both males and females (Figure 3).

Figure 3 shows the prevalence of obesity among youth aged 219 years, by sex and age, from 2011 through 2014.

Were there differences in the prevalence of obesity among youth aged 219 years by race and Hispanic origin in 20112014?

.

The prevalence of obesity among non-Hispanic Asian youth (8.6%) was lower than among non-Hispanic white (14.7%), non-Hispanic black (19.5%), and Hispanic (21.9%) youth. The prevalence of obesity among non-Hispanic white youth was lower than in non-Hispanic black and Hispanic youth, but no significant difference was observed between non-Hispanic black and Hispanic youth.

.

The pattern among females was similar to the pattern in the overall population, except the prevalence was not significantly different in non-Hispanic white females compared with non-Hispanic black females. The prevalence of obesity was 5.3% in non-Hispanic Asian, 15.1% in non-Hispanic white, 20.7% in non-Hispanic black, and 21.4% in Hispanic females.

.

Among males, the prevalence of obesity was lower in non-Hispanic Asian (11.8%) males compared with non-Hispanic black (18.4%) and Hispanic (22.4%) males, but no significant difference was seen between non-Hispanic Asian (11.8%) and non-Hispanic white (14.3%) males. Differences between non-Hispanic white, non-Hispanic black, and Hispanic males were statistically significant (Figure 4).

The only difference by sex was found among non-Hispanic Asian youththe prevalence was 11.8% in non-Hispanic Asian males and 5.3% in non-Hispanic Asian females.

What are the trends in adult and childhood obesity?

.

From 19992000 through 20132014, a significant increase in obesity was observed in both adults and youth. Between 20032004 and 20132014, however, no change in prevalence was seen among youth. No change in obesity prevalence among youth was noted between 20112012 and 20132014, and the observed change in adults between 20112012 and 20132014 was not significant (Figure 5).

Figure 5 shows trends in obesity prevalence among adults aged 20 and over (age-adjusted) and youth aged 219 years, for the time period 1999 through 2014.

Summary

.

More than one-third of adults and 17% of youth in the United States were obese in 20112014. The prevalence of obesity was higher among women than among men overall and higher among non-Hispanic black and Hispanic adults compared with other racial and Hispanic origin groups. Among youth, no difference in obesity prevalence was seen between males and females, except among non-Hispanic Asian youth.

.

Obesity prevalence was lower among non-Hispanic Asian adults compared with other racial and Hispanic origin groups. No difference in obesity prevalence was observed between non-Hispanic black and Hispanic men. However, the prevalence was higher among non-Hispanic black women compared with Hispanic women. Among youth, the prevalence of obesity was lowest among non-Hispanic Asian youth, but no significant difference in prevalence was seen between non-Hispanic white and non-Hispanic Asian males. Among males, the prevalence of obesity was lower among non-Hispanic black compared with Hispanic youth. However, among females, no difference in prevalence was observed between non-Hispanic black and Hispanic youth.

.

Trends in obesity prevalence show no increase among youth since 20032004, but trends do show increases in both adults and youth from 19992000 through 20132014. No significant differences between 20112012 and 20132014 were seen in either youth or adults.

.

Obesity is defined using cut points of body mass index (BMI). BMI does not measure body fat directly, and the relationship between BMI and body fat varies by sex, age, and race and Hispanic origin (4,5). Morbidity and mortality risk may vary between different racial and Hispanic origin groups at the same BMI. Some studies suggest that among some Asian subgroups, health and mortality risks may begin at a lower BMI compared with other racial and Hispanic origin groups (68).

.

The definition of obesity is based on BMI for both youth and adults, but the definitions are not directly comparable. Among adults, there is a set cut point based on health risk, while among children the definition is statistical and is based on a comparison to a reference population (9).

.

The prevalence of obesity among U.S. adults remains higher than the Healthy People 2020 goal of 30.5% (10). Although the overall prevalence of childhood obesity is higher than the Healthy People 2020 goal of 14.5%, the prevalence of obesity among children aged 25 years is below the goal of 9.4%.

.

Definitions

.

Non-Hispanic Asian: Primarily comprises persons of Chinese, Asian Indian, Korean, Filipino, Vietnamese, and Japanese descent.

.

Obesity: BMI was calculated as weight in kilograms divided by height in meters squared, rounded to one decimal place. Obesity in adults was defined as a BMI of greater than or equal to 30. Obesity in youth was defined as a BMI of greater than or equal to the age- and sex-specific 95th percentile of the 2000 CDC growth charts (9).
Data source and methods

.

Data from the National Health and Nutrition Examination Surveys (NHANES) for survey years 19992000, 20012002, 20032004, 20052006, 20072008, 20092010, 20112012, and 20132014 were used for these analyses. Data from NHANES 20112014 (4 years of data) were used to test differences between demographic subgroups, thus increasing the sample size and the ability to detect a difference in the prevalence. In testing for trends in obesity, eight 2-year cycles were used: 19992000, 20012002, 20032004, 20052006, 20072008, 20092010, 20112012, and 20132014. Because previous research found no increase in obesity prevalence from 20032004 through 20112012 (3), analyses of linear trends were also conducted between 20032004 and 20132014.

.

NHANES is a cross-sectional survey designed to monitor the health and nutritional status of the civilian noninstitutionalized U.S. population (11). The survey consists of interviews conducted in participants homes and standardized physical examinations conducted in mobile examination centers.

.

The NHANES sample is selected through a complex, multistage probability design. In 20112012 and 20132014, non-Hispanic black, non-Hispanic Asian, and Hispanic persons, among other groups, were oversampled to obtain reliable estimates for these population subgroups. Race- and Hispanic origin-specific estimates reflect individuals reporting only one race; those reporting more than one race are included in the total but are not reported separately.

.

Examination sample weights, which account for the differential probabilities of selection, nonresponse, and noncoverage, were incorporated into the estimation process. All variance estimates accounted for the complex survey design by using Taylor series linearization. Pregnant females were excluded from analyses.

.

Prevalence estimates for the adult population aged 20 and over were age-adjusted using the direct method to the 2000 U.S. census population using the age groups 2039, 4059, and 60 and over. Differences between groups were tested using a univariate t statistic at the p < 0.05 significance level. All differences reported are statistically significant unless otherwise indicated. Adjustments were not made for multiple comparisons. Statistical analyses were conducted using the SAS System for Windows, release 9.3 (SAS Institute Inc., Cary, N.C.) and SUDAAN, release 11.1 (RTI International, Research Triangle Park, N.C.).

But that's exactly what a small army of west Hull pupils is trying to achieve.

Inspired by a fitness initiative that left the starting blocks at a Scottish school in Stirling three years ago, pupils at Newland St John's Primary School are setting the pace for city youngsters.

.

For about three weeks, teachers have ordered their wards to down pencils in the middle of class at different times each day, and escorted them on to the playground for a five-minute dash.

.

"Any time the teacher thinks the children could do with a break or need a bit of fresh air, they go out on to the playground and run," said headteacher Sarah Wilson.

.

"We do it if we think the children have been sat down for a long time or just need a bit of energising, and they just run around the playground for a bit."

.

After hearing how St Ninians in Stirling had eliminated childhood obesity, Mrs Wilson decided to tackle the problem in Hull.

.

"I heard in the news around the beginning of October about a school in Scotland, St Ninians, whose pupils get out at any point in the day and run a mile," she said.

.

"They wanted to do something to tackle fitness and improve children's health, especially with the soaring levels of obesity in children across the country.

.

"They started with the idea they would go out and do 15 minutes of running every day and then they just built it up to a mile.

.

"They completely eliminated obesity in their school."

.

At the moment the initiative is still becoming embedded in the Hull school's life.

But Mrs Wilson hopes all the children will soon be out running a mile every day.
