Kentucky's two U.S. Senators, Mitch McConnell and Rand Paul, show no signs of evolving on their contrarian views of climate change. But across America, new polling shows their fellow Republicans' opinions may be thawing along with the polar ice cap.

.

While just 47 percent of conservative Republicans think global warming is happening, that's up 19 percentage points over the past two years, according to a new survey by the Yale Program on Climate Change Communication.

.

Still, the Yale program found that Democrats are more likely than Republicans to be convinced that people are causing the warming and are willing to support climate action with potential implications in this election year.

.

Some 75 percent of Democrats believe climate change is mostly caused by people, compared to 49 percent of liberal and moderate Republicans and just 26 percent of conservative Republicans, the survey found.

.

The liberal blog Climate Progress reports that the shift is enough to put pressure on some more moderate Republican senators with constituents that appear to be increasingly receptive to mainstream climate science, which warns of global dangers in the decades and centuries ahead. Specifically, it calls out Sens. Mark Kirk, R-Illinois, Kelly Ayotte, R-New Hampshire, and Rob Portman, R-Ohio, as vulnerable to Democratic challenges on the environment.

.

The blog went to Michelle Pautz, an associate professor of political science at the University of Dayton, for an explanation: "By acknowledging climate change, a (Republican) candidate could appeal to voters who think it is ridiculous that a candidate does not agree with the overwhelming consensus of peer-reviewed scientific research that documents climate change is happening.

.

snip

.

In March, Gallup found that Americans were taking global warming more seriously than at any time in the last eight years: Some 64 percent of adults in the country told the pollster they were worried "a great deal" or a "fair amount" about global warming. That was up from 51 percent in 2011. Gallup found that 40 percent of Republicans surveyed worry a great deal or fair amount about climate change, compared to 31 just last year.

.

Democrats' concerns jumped six percentage points, to 84 percent, over the previous year, illustrating the continued divide between political parties, Gallup found.

Rain, rain go away

.

Wait, what am I saying? Plants need sun, sure, but at this time of year they need water more. So do our farms and forests.

.

Having said that, dang, Im excited to get going on all those chores that really ought to be done now, before the trees fully leaf out. My houseplants are craning the necks toward the window. They want out as much as I do. Probably more.

.

I open windows on warm-enough days to get them used to the breezes theyll have to deal with in the real world. Then we wait.

.

Speaking of leaf-out, Ive become fascinated with phenology. Thats the study of how trees and shrubs respond to signs that spring is here.

.

Day length plays a big role, but an even more important signal to plants is temperature. Thats why a warm winter can really mess things up weve all lost leaves or flowers or even whole plants to a late freeze that kills tender new growth.

.

Scientists are looking to leaf-out timing for additional proof that global warming is real and changing ecosystems. Plants that used to be perfectly comfortable here in Zone 4 are starting to move north.

.

Obviously they cant do that as fast as a wild animal can. But when they move, the animals either have to follow them or change their appetites. More and more animals are moving to cities, just like humans are.

.

I wish wed stop acting like thats inevitable. I wish wed incentivize people to go the opposite direction. Our heartland desperately needs more small-scale organic farmers. Im hoping that soon everyone will be saying about farming: thats where the good-paying jobs are!

A new study examining wildfires in California found that human activity explains as much about their frequency and location as climate influences. The researchers systematically looked at human (anthropogenic) behaviors and climate change together, which is unique and rarely attempted on an area of land this large.

.

The findings suggest many models of wildfire predictions do not accurately account for anthropogenic factors and may therefore be misleading when identifying the main causes/drivers of wildfires. The newest model proportionately accounts for climate change and human behavioral threats and allows experts to more accurately predict how much land is at risk of burning in California through 2050, which is estimated at more than 7 million acres in the next 25 years.

.

Climate change affects the severity of the fire season and the amount and type of vegetation on the land, which are major variables in predicting wildfires. However, humans contribute another set of factors that influence wildfires, including where structures are built, and the frequency and location of ignitions from a variety of sources everything from cigarettes on the highway, to electrical poles that get blown down in Santa Ana winds. As a result of the near-saturation of the landscape, humans are currently responsible for igniting more than 90 percent of the wildfires in California.

.

"Individuals don't have much control over how climate change will effect wildfires in the future. However, we do have the ability to influence the other half of the equation, those variables that control our impact on the landscape," said Michael Mann, assistant professor of geography at George Washington University and lead author of the study. "We can reduce our risks by disincentivizing housing development in fire-prone areas, better managing public land, and rethinking the effectiveness of our current firefighting approach."

.

The researchers found that by omitting the human influence on California wildfires, they were overstating the influence of climate change. The authors recommend considering climate change and human variables at the same time for future models.

.

Information is critical to determine wildfire risks

.

"There is widespread agreement about the importance of climate on wildfire at relatively broad scales. At more local scales, however, you can get the story quite wrong if you don't include human development patterns," said co-author Max Moritz, UC Cooperative Extension fire ecology specialist whose lab is at the University of California, Berkeley. "This is an important finding about how we model climate change effects, and it also confirms that getting a handle on where and how we build our communities is essential to limiting future losses."

USDA Unveils New 'Urban Agriculture Toolkit' for Urban Farmers and Agri-business Entrepreneurs
Online Resource Draws on USDA's and Partners' Experience with Launching and Sustaining Urban Agriculture Operations Points Producers to Helpful Financial and Technical Resources
WASHINGTON, April 29, 2016 Agriculture Secretary Tom Vilsack today unveiled the USDA Urban Agriculture Toolkit, a new resource created by USDA's Know Your Farmer team to help entrepreneurs and community leaders successfully create jobs and increase access to healthy food through urban agriculture. From neighborhood gardens grown on repurposed lots, to innovative mobile markets and intensive hydroponic and aquaculture operations, urban food production is rapidly growing into a mature business sector in cities across the country.

.

"Urban agriculture helps strengthen the health and social fabric of communities while creating economic opportunities for farmers and neighborhoods," Vilsack said. "USDA's Urban Agriculture Toolkit compiles guidance from our Know Your Farmer team and many private partners into one comprehensive resource to help small-scale producers manage all aspects of their business. From protecting soil health to marketing to schools and grocery store chains, USDA has tools to meet the needs of this new breed of innovative urban farmer and small business owner."

.

Industry estimates show U.S. local food sales totaled at least $12 billion in 2014, up from $5 billion in 2008, and experts anticipate that value to hit $20 billion by 2019. The numbers also show that these opportunities are helping to drive job growth in agriculture, increase entrepreneurship and expand food access and choice.

.

USDA's Toolkit is an electronic document that helps urban and small farms navigate more than 70 helpful resources, including technical assistance and financing opportunities. It focuses on some of the most pressing challenges confronting urban producers such as land access, soil quality, water resources, capital and financing, infrastructure, market development, production strategies, and applying for federal, state or private foundation grants. University extension service partners in Chicago and Indianapolis helped develop cost estimates for starting urban farms and the toolkit includes information on best practices and check lists for start-ups and early-stage producers planning outdoor or indoor operations.

.

Some of the USDA resources featured in the Toolkit include:

.

Natural Resources Conservation Service technical and financial assistance for drip irrigation and seasonal high tunnels to extend the growing season.

.

Farm Services Agency microloans that provide up to $50,000 in financing for equipment, working capital or other expenses.
Food and Nutrition Service assistance to help urban farmers become authorized to accept SNAP, WIC and Senior Farmers Market Nutrition Program benefit cards.
Agricultural Marketing Service Farmers Market Promotion Program grants that support direct-to-consumer marketing activities in cities, and Local Food Promotion Program grants that support food hubs, farm-to-retail, and related projects.

.

National Institute of Food and Agriculture's Sustainable Agriculture Research and Education (SARE) program support for field trials in urban settings and urban farm planning and marketing guides.
Vilsack made the announcement today during an event opening a new school community garden at Frederick Douglass High School in Baltimore. The idea for the Toolkit was originally conceived at a USDA Urban Agriculture roundtable held nearby in Baltimore last spring. A key result of that meeting was the creation of USDA's Urban Agriculture Working Group (UAWG) that has assembled an inventory of existing department resources and worked to make them more readily accessible. The UAWG continues to actively engage urban producers around the country to identify evolving needs and support their success as a positive socioeconomic force in their communities.

.

Several Baltimore organizations in the vanguard of urban agriculture have developed resources that are included in the Toolkit as models for other communities like the City Farm Alliance's Urban Agriculture How-To Guide, the Community Law Center's Urban Agriculture Law Project Manual and the Green Pattern Book that helps local leaders map and identify productive new uses for vacant land.

.

During the event, Vilsack also highlighted expansion of a partnership between USDA and the Corporation for National and Community Service, the federal agency that administers AmeriCorps, increasing the number of opportunities for young people in Baltimore to serve as AmeriCorps VISTA Summer Associates, earning valuable professional and life experience while serving their community. These AmeriCorps members will serve with the Maryland Out of School Time (MOST) Network to provide summer opportunities for Baltimore City residents. They will join the more than 1,400 AmeriCorps members currently serving institutions and organizations throughout the city, including Frederick Douglass High School.

.

The Urban Agriculture Toolkit and the UAWG are part of USDA's Know Your Farmer, Know Your Food Initiative (KYF2) supporting the Obama Administration's work to strengthen economic bonds between rural and urban areas. Launched in 2009, KYF2 breaks down silos and takes stock of USDA programs that support the growing demand for local and regional food systems. Visit the KYF2 website at www.usda.gov/knowyourfarmer to find local and regional food system resources in your community. Millennials Love Clean Energy, Fear Climate Change, and Don't Vote.

Democrats and climate hawks share a dilemma, and that dilemma is millennials.

.

Millennials people born between 1980 and 2000, give or take, depending on your definition are, in many ways, an incredibly attractive political target. There's a lot of them, they lean Democrat, they are more concerned about climate change than older cohorts, and they absolutely love clean energy.

.

The problem is, too few of them vote. "Between 1964 and 2012," writes Derek Thompson at the Atlantic, "youth voter turnout in presidential elections has fallen below 50 percent, and Baby Boomers now outvote their children's generation by a stunning 30 percentage points." It's even worse in midterm elections.

.

Now, eco-billionaire Tom Steyer is going to put some of his money toward changing that. His Super PAC, NextGen Climate, is launching a $25 million "national campaign to register and mobilize young voters in seven key battleground states to help elect climate champions to the White House and the Senate this fall."

.

NextGen has released a strategy memo that outlines the rationale for their campaign. It contains all sorts of enlightening #MillennialFacts, which I will share with you now.

.

Millennials are numerous

.

In 2008, there were twice as many boomers eligible to vote as millennials. And there were three times more actual boomer votes cast.

.

That's changing. Millennial voter registration has almost tripled since then.

.

In 2016, for the first time, millennials will be as large a share of the eligible voting population as boomers, roughly 30 percent. That said, boomers are still expected to outvote millennials this year.

.

But by 2020, millennials will outnumber boomers 34 to 28 percent, and cast more actual ballots. (These numbers are from the States of Change project; more here from Ron Brownstein.)

.

In this year's election, NextGen is zeroing in on millennials in presidential swing states, where they're a particularly significant voting block

Knowledge of climate change consequences
correlates with concern in some countries.

Improving the public's understanding of anthropogenic climate change is vital to cultivating the political will to do something about it. However, a lot of research has shown that simply improving peoples understanding wont necessarily do much to change their stance. This is because peoples opinions on many topics rest largely on their political affiliation, rather than how well they understand the science.

.

That leaves us with a thorny state of affairs. If improving science education isnt going to shift public opinion, what can? A recent paper in Nature Climate Change suggests that education might not be as hopeless a cause as previously thoughtbut the work has some important limitations that may not give us much cause for optimism.

.

A problem with previous research on the topic is that knowledge about climate change was treated as a monolith, the authors of the new paper argue. Past studies didn't take into account that there are different kinds of knowledge about climate change. While knowledge in one area might be influenced by ideology, knowledge in other areas might not be.

.

So, for this study, the researchers divided their survey questions into three different categories of knowledge: physical knowledge, causes knowledge, and consequences knowledge. Recognizing that burning oil produces CO2 fell into "physical knowledge." Understanding of the human influence on climate change went under causes knowledge, while knowledge about the predicted outcomes of climate change was consequences knowledge.

.

Researchers surveyed 2,495 people across six countries: the US, Canada, the UK, Germany, Switzerland, and China. In addition to asking knowledge-focused questions, they also asked participants how concerned they were about climate change. Other questions involved how much the participants valued looking after themselves, looking after others, and looking after nature and the environment.

.

Unsurprisingly, concern about nature and the environment was strongly related to concern about climate change. What was surprising was that, in all the countries, a higher degree of knowledge about the causes of climate change was related to higher concern. Greater consequences knowledge was linked to more concern everywhere except Canada and China.

.

Greater physical knowledgebasic climate literacywas actually linked to lower concern. This finding gels with previous research suggesting that scientifically better-informed people might be better at finding ways to disregard research they don't like.

Never worked with a more miserable son of a bitch, says Boehner, but presidential hopeful Cruz counters: I dont even know the man

.

John Boehner, the former House speaker, has called presidential candidate Ted Cruz Lucifer in the flesh in remarks that expose the depth of discontent within the Republican party.

.

Speaking at a town hall-style event for students at Stanford University in California on Wednesday, Boehner called front-runner Donald Trump his texting buddy, but offered a more graphic response when asked about the Texas senator.

.

Lucifer in the flesh, the former speaker said. I have Democrat friends and Republican friends. I get along with almost everyone, but I have never worked with a more miserable son of a bitch in my life.

.

His comments were first reported by Stanfords student newspaper.

.

Cruz, campaigning in Fort Wayne, Indiana on Thursday ahead of the states 3 May primary, responded by saying Boehner was letting his inner Trump come out.

.

John Boehner in his remarks described Donald Trump as his texting and golfing buddy, Cruz said. So if you want someone thats a texting and golfing buddy, if youre happy with John Boehner as speaker of the House and you want a president like John Boehner, Donald Trump is your man.

.

Both Cruz and Carly Fiorina, who was campaigning with him after he named her as his running mate, also referred to Boehners comments during the rally.

.

In 2013, Cruz joined forces with tea party conservatives in the House in triggering a partial, 16-day government shutdown over demands to undo Barack Obamas healthcare law. There was no chance Obama would agree to such a step, and Republican leaders like Boehner saw the move as a fruitless effort that only hurt the GOP politically.

.

Two years later, it was the same House conservatives who challenged Boehners leadership, and the speaker decided to step down rather than allow a very public fight.

Donald Trump put his roughest edges on display Thursday night in Costa Mesa as he opened his California primary campaign with a raw performance highlighting his hard-line views on illegal immigration and torture while trashing an array of rivals.

.

The front-runner for the Republican presidential nomination surrounded himself onstage with people carrying banners with photos of family members killed by immigrants in the country illegally.

.

More than 8,000 supporters erupted in a thunder of cheers as Trump vowed to make Mexico pay for a wall along its border with the United States to keep such criminals from harming Americans.

.

Were going to stop drugs from coming in, Trump told them. The drugs are poisoning our youth and a lot of other people.

.

snip

.

After weeks of toying with efforts to tone down his rhetoric, Trumps kickoff rally for Californias June 7 primary was more in line with the initial declaration of his candidacy last June, when he accused Mexico of sending rapists and drug dealers into the United States.

.

As the crowds rapturous reaction attested, its still an approach with strong appeal to a large segment of Republican voters in California. But its also the kind of politics that has badly damaged the partys standing in a state where the Latino and Asian population has risen steadily for decades.

.

Trump also played to fears of terrorism, blasting President Obama for allowing Middle Eastern war refugees into the United States.

.

Were putting them all over the country by the thousands, and we have no idea what the hell is going to happen, he said.

.

Trump repeated a story discredited by historians about U.S. Army Gen. John Joseph Pershing dipping 50 bullets in pig blood and using them to execute 49 Muslim terrorists around the time of the Philippine-American War of 1899-1902. The crowd applauded. Trump said Pershing gave the 50th suspect the remaining bullet to show to his people, and it deterred terrorism for 42 years up from 25 years in an earlier telling.

.

Trump went on to criticize Republican rival Sen. Ted Cruz of Texas for not embracing the waterboarding of terrorism suspects.

.

Hes actually a very weak person, so he didnt like it, Trump said. Id go many steps further than waterboarding many, many steps further.

.

His torture comments generated another huge burst of cheers.

.

Trump was in maximum showmanship mode, with hand gestures up, down, sideways and in circles to complement his one-liners, along with a vast range of facial expressions for comic effect.

.

Reacting to onetime rival and former Florida Gov. Jeb Bush renewing his criticism of Trump on Thursday, the New York real estate mogul said: Hes a low-energy person. We dont need low-energy people. Just remember that. We need high-energy. We need strength. You know Hillary, Hillary Crooked Hillary, right?

Hastert Judge Delivered Verbal Equivalent of Public Flogging

CHICAGO When he sentenced Dennis Hastert to more than a year in prison, the judge in the former House speakers hush-money case delivered the verbal equivalent of a public flogging.

.

Before imposing the 15-month sentence, a far stiffer sentence than federal guidelines suggested, U.S. District Judge Thomas M. Durkin spent nearly an hour Wednesday rebuking the 74-year-old Republican for sexually abusing high school athletes decades ago, when he was a wrestling coach.

.

Hastert, the nations longest-serving GOP speaker who for eight years was second in the line of succession to the presidency, sat almost frozen in a wheelchair, his head slightly bowed as he peered over his eyeglasses.

.

The judge drew special attention to the lies Hastert told federal investigators last year in a desperate bid to keep his dark secret hidden. And he portrayed Hasterts fall from grace as traumatic, not only for his victims and their families, but for the country.

.

Nothing is more stunning than to have the words serial child molester and speaker of the House in the same sentence.

.

As he adjourned the two-hour hearing, Durkin added: I hope I never see a case like this again.

.

Had it not been for the statute of limitations on sex crimes running out long ago, the judge said, Hastert could well have been convicted of sexually abusing children. In that circumstance, he would probably have gone to prison for decades.

.

The judge did not say where Hastert would serve time when he reports later this year, but he cited one possibility a prison in the Rochester, Minnesota, area, that already has many child molesters. In such a place, the judge said, Hastert would be less likely to be singled out by other inmates.

.

Defense attorney Thomas Green sought probation, saying Hastert had already paid an enormous toll in public shame. Defense attorneys had previously noted how Hasterts portrait had been taken down from a Capitol Hill hallway shortly after his May 2015 indictment.

.

Losing your good name is a punishment, Durkin said. And Hasterts name has been obliterated. But taking down a portrait from a place of honor is not comparable to the devastation endured by someone who is sexually abused as a child.

Police Commissioner Kevin Davis blamed the childs mother for allowing him to leave the house with a realistic-looking toy gun.

.

A 13-year-old boy was shot Wednesday afternoon by two Baltimore police officers who believed that the toy gun the child was carrying was real, according to WJZ. The boy's injuries are reportedly not life-threatening. The incident happened in Southeast Baltimore around 4 p.m. EDT near a local community center.

.

According to Baltimore Police Commissioner Kevin Davis, the child ran after police officers identified themselves, forcing them to open fire.

.

In a press conference, Davis called the toy a "dead-on ringer" for a Beretta 92FS, which the gun's website describes as "the world's most trusted military and police pistol," and placed the blame for the shooting squarely on the child's mother. "If it's a BB gun, projectiles can be fired from a BB gun," Davis said. "We see people who arm themselves with replica handguns for the purpose of committing crimes with that replica handgun. It happens all the time in Baltimore; it happens elsewhere as well.

.

"I can't speak as to what was going through that young man's mind," he continued. "I've got two 13-year-old twins at home, and I'm trying to imagine my two 13-year-olds at home leaving my house with a replica semi-automatic pistol in their hand.

.

"The mom knew that her son left their house with a replica semi-automatic pistol in his hand," Davis added. "I can't wrap my head around that right now."

Grouping dancers by physical maturity rather than age could better equip late-maturing girls to deal with intense training

.

Grouping young ballet dancers by their developmental rather than chronological age could help lower their risk of injury, a study has suggested. The technique, known as bio-banding, is growing in prominence for other sports, including football and rugby. Researchers from Bath and Bristol universities said the current practices for grouping and evaluating young dancers could be counterproductive.

.

The work, which focused on girls, suggests that the late-maturing are potentially placed at a significant disadvantage during important phases of their development and at a greater risk of injury. Ballet teachers have a pivotal role at this time, and further education regarding the implications of puberty upon dance training may be helpful, the researchers said.

.

Dancers in vocational training are grouped by age and can begin full-time training for up to six days a week from as young as 11. Girls of the same chronological age vary greatly biologically, with some maturing in advance or delay of others.

.

Ballet has traditionally favoured late-maturing girls, who tend to be slimmer, with less body fat and comparatively longer legs in relation to their torso. But the study, published in the Journal of Adolescence, found that late maturation poses challenges for dancers, with auditioning and an increase in training often coinciding with key developmental stages. This can put young dancers at an increased risk of injury at crucial points in their development, according to the research.

.

Lead researcher and former ballet dancer, Siobhan Mitchell, a PhD student at Bath Universitys department for health, said: Traditionally many people have assumed there is a bias in ballet towards late maturers, but the reality is less clear. Of the teachers we spoke to, many saw late maturation as a disadvantage, as later-maturing girls experience their growth spurt at a point where training schedules become more intense and when auditions take place, which can often make performance difficult.

If you are sitting in a Grade 10 classroom in Ontario studying civics this year, you may well be using Civics and Citizenship, published by Oxford University Press. Its a standard text for the compulsory course, examining how the Canadian political system works and asking students to consider such questions as whether our justice system is just or whether, if you didnt live in Canada, you would want to. It was written and edited by Canadians and also offers online access to an interactive workbook and a directory of 250 primary and secondary sources.

.

Released in 2014, it is the last schoolbook Oxford will publish in Canada. The venerable academic publisher, a non-profit institution owned by the British university, which has operated a Canadian branch since 1904, stopped producing texts for Canadian schools two years ago, cancelling plans for history and geography texts that were in the works. Oxford still sells its backlist to schools but will not consider publishing new school titles nor refreshing old ones.

.

As learning goes digital, publishing textbooks has become an increasingly difficult business everywhere, but Canada has made the situation worse, threatening childrens access to Canadian teaching materials, through its ill-conceived copyright legislation.

.

Balancing users rights with those of creators is always a tricky business and when the previous Conservative government updated the copyright law in 2012, publishers and writers warned that it had made far too large and vague an exemption for educational purposes, considering that digital copying in universities and photocopying in schools is standard practice and was licensed to the education sector by publishers. At the time, provincial education ministries promised they would only copy what was fair, but defining fair has proved highly contentious.

.

In 2013, emboldened by the new environment, the education ministries (outside Quebec) stopped making payments to Access Copyright, which licences copying in schools and universities for the publishers. Alberta had sued the association and in 2012 got a decision from the Supreme Court, ruling that the copying of short passages, even if copied multiple times, was fair. The court, which was split 5-4, did not define short but the Council of Ministers of Education has, telling teachers they can freely photocopy as much as 10 per cent of a work or one chapter in any book.

Hillsborough Stadium Disaster:
Verdict Faults Police for Fans 'Unlawfully Killed'

By DAN BILEFSKY

APRIL 26, 2016

New York Times

http://www.nytimes.com/2016/04/27/world/europe/hillsborough-soccer-stadium-disaster.html

.

.

LONDON More than a quarter century ago, 96 Liverpool soccer fans were crushed and trampled to death at an English soccer match, a tragedy that convulsed Britain and shocked the world, even as police and safety officials blamed victims for causing their own deaths.

.

On Tuesday, a jury found that the fans who died during the match at Hillsborough Stadium in Sheffield, England, had been unlawfully killed and the victims of what proved to be fatal police mistakes, a verdict that represented a long-sought victory for family members who had fought for a full accounting.

.

The jury answered yes to the crucial questions of whether there were errors or omissions by the police in planning and executing security for the match on April 15, 1989, and it specifically cited the actions of commanding officers.

.

The victims suffocated as they entered an F.A. Cup semifinal between Liverpool and Nottingham Forest after the police opened an exit gate in an effort to relieve congestion outside the stadium before the game. In the chaos that ensued, some victims were crushed against steel fencing. Others were trampled, and more than 700 people were injured. The victims were ages 10 to 67 and included 37 teenagers.

.

The jury was given 14 yes-or-no questions in deciding how the 96 people died, and it said no to only one: whether the fans were responsible for the deaths.

.

Together, the findings amounted to an unambiguous rejection of a narrative pushed for many years by the police and some in the news media that portrayed the fans as drunk and out of control.

.

After the verdict was announced, family members clasped hands outside the coroners court in Warrington, England, east of Liverpool, and sang the Rodgers and Hammerstein song Youll Never Walk Alone, the tune that Liverpool fans belt out at every game. Some held photographs of their dead relatives. Others sobbed.

.

The story of Hillsborough, the statement said, is a story of human tragedy, but it is also a story of deceit and lies, of institutional defensiveness defeating truth and justice.

.

Senior police and safety officials had initially blamed the victims for causing their own deaths, which an independent inquiry later called the most serious tragedy in U.K. sporting history.

.

The events on that day changed how the game is watched: Standing-only sections at stadiums that were vulnerable to overcrowding have been replaced by seating areas at most venues in Britain, and fences around the field were removed.

.

snip

.

David Duckenfield, the South Yorkshire police officer who was in charge of security for the game, later falsely claimed that spectators had opened the gate.

.

The inquest was not a criminal trial, and it does not confer civil damages or penalties; rather, it is a finding of fact. After the verdict, however, the Crown Prosecution Service said it was evaluating whether to press charges in light of the findings, and legal experts said that such a case would most likely focus on Mr. Duckenfield.

.

snip

.

A new inquest into the disaster was ordered after an independent panel concluded in September 2012 that there had been a vast cover-up in which senior police officers sought to dissemble blame by making scapegoats of victims and survivors.

.

In December of that year, a high court in London overturned the original inquest verdicts of accidental death.

.

snip

.

When the 2012 report was published, Mr. Cameron issued a government apology to the families of the victims, saying that they had suffered a double injustice.

What is it with the Hillary cult?

As a lifelong Democrat who will be enthusiastically voting for Bernie Sanders in next weeks Pennsylvania primary, I have trouble understanding the fuzzy rosy filter through which Hillary fans see their champion. So much must be overlooked or discountedfrom Hillarys compulsive money-lust and her brazen indifference to normal rules to her conspiratorial use of shadowy surrogates and her sociopathic shape-shifting in policy positions for momentary expedience.

Hillarys breathtaking lack of concrete achievements or even minimal initiatives over her long public career doesnt faze her admirers a whit. They have a religious conviction of her essential goodness and blame her blank track record on diabolical sexist obstructionists. When at last weeks debate Hillary crassly blamed President Obama for the disastrous Libyan incursion that she had pushed him into, her acolytes hardly noticed. They dont give a damn about international affairsall that matters is transgender bathrooms and instant access to abortion.

.

Im starting to wonder, given the increasing dysfunction of our democratic institutions, if the Hillary cult isnt perhaps registering an atavistic longing for monarchy. Or perhaps its just a neo-pagan reversion to idolatry, as can be felt in the Little Italy street festival scene of The Godfather, Part II, where devout pedestrians pin money to the statue of San Rocco as it is carried by in procession. There was a strange analogy to that last week, when Sanders supporters satirically showered Hillarys motorcade with dollar bills as she arrived at George Clooneys luxe fund-raiser in Los Angeles.

.

The gushy indulgence around Hillary in the Manhattan media was typified by Vanessa Friedmans New York Times piece, Hillary Clintons Message in a Jacket, after last weeks debate. Evidently oblivious to how she was undermining the rote sexism plank in the Clinton campaign platform, Friedman praised Hillary for playing the clothing card against Sanders: Hillarys long white jacket made her look like New Yorks white knight, riding to the rescue.

.

Gee, that sure wasnt my reaction. My first thought was: Why is Hillary wearing a lab coat? My second was: Isnt this a major gaffereminding people of abortion clinics? My third was: The big belted look is not recommended for those broad in the beam. For all the complaints about an alleged higher scrutiny suffered by women candidates, affluent politicians like Hillary can afford glam squads of stylists and an infinite range of clothing choices, hairstyles, and cosmetic aids. Male candidates with their boring cropped hair and sober suits fade into the woodwork when the queen bee flies in.

Tamir Rices Family to Receive $6 Million From Cleveland

CHICAGO The family of Tamir Rice, the 12-year-old boy whose fatal shooting by the Cleveland police in 2014 prompted national outrage, is set to receive $6 million from the city in a settlement announced Monday in federal court records.

.

The settlement, which would be the latest in a series of seven-figure payouts by major American cities to the families of African-Americans who died at the hands of officers, spares Cleveland the possibility of a federal civil rights trial that could have drawn new attention to Tamirs death and to the citys troubled police force. It also allows the city to avoid the possibility of an even larger judgment.

.

Cleveland officials said the settlement was the citys largest in a police-related lawsuit, though under the terms of the agreement, the city does not admit wrongdoing. The $6 million figure is in line with settlements in the deaths of Eric Garner in New York and Freddie Gray in Baltimore.

.

Lawyers for the Rice family had been meeting with Cleveland officials to discuss a settlement since early last month. The agreement must still be approved by a probate court.

.

For the Rice family, which had called for criminal charges against the rookie officer who opened fire almost immediately after encountering Tamir on Nov. 22, 2014, the settlement means a significant payment and an end to civil proceedings. But it does nothing to change the decision by a Cuyahoga County grand jury last year to not indict the officer, Timothy Loehmann. Lawyers for Tamirs estate said Monday that no amount of money can adequately compensate the boys relatives for their grief.

The Donald Trump gaffe track keeps playing. The GOP frontrunner seems to literally spew out a doozy almost daily. Campaigning in Pittsburgh, he recently blathered, Hows Joe Paterno? We gonna bring that back? Right? How about thathow about that whole deal? While his campaign suggested he was referring to the former Penn State football coachs statue, it was hard to shake the sense that Trump was unaware that Paterno died in 2012 and that Pittsburgh has no direct tie to the sports program at Penn State, which is located three hours east.

.

Then there was the time that Sean Hannity asked Trump which government agencies Trump would shut down, The Department of Environmental, Trump replied. That exact sort of gaffe killed Rick Perrys entire campaign, but despite some biting Stephen Colbert mockery, the mistake hasnt seemed to hurt Trump at all. He won New York despite suggesting September 11 happened on 7/11.

.

But heres the thing, the Trump campaign seems to be filled with more than just gaffes. Channeling his inner Sarah Palin, Trumps rants often seem to lose any connection with reality at all. Take the example of Trumps interview with the Washington Post editorial board in March. During that exchange one of the editors asked Trump if he would consider using a tactical nuclear weapon against ISIS.

.

Check out Trumps reply:

.

TRUMP: I dont want to use, I dont want to start the process of nuclear. Remember the one thing that everybody has said, Im a counterpuncher. Rubio hit me. Bush hit me. When I said low energy, hes a low-energy individual, he hit me first. I spent, by the way, he spent 18 million dollars worth of negative ads on me. Thats putting [MUFFLED]

.

RYAN: This is about ISIS. You would not use a tactical nuclear weapon against ISIS?

.

TRUMP: Ill tell you one thing, this is a very good-looking group of people here. Could I just go around so I know who the hell Im talking to?

.

We have become so accustomed to these sorts of ramblings that we dont really register them as anything more than standard nonsensical Trump-speaka pattern of speech we have seen crop up across the GOP in recent years, most notably in Palins gibberish. But I urge you to re-read the exchange above and register the range of nonsensethe lack of basic grammar, the odd syntax, the abrupt shift in topic, the disconnect from reality, the paranoia, and the seeming inability to even grasp the question.

NORTH WALES, Pa. - Authorities say one person is being questioned by police and another is dead following a shooting at a church in North Wales, Montgomery County.

.

The shooting happened Sunday around 11:30 a.m. at the Keystone Fellowship Church in the 400 block of Stump Road, after what police are calling "an altercation that escalated."

.

According to police, the male victim, 27-year-old Robert Braxton of Montgomeryville, was shot in the chest. He was taken to Lansdale Hospital, where he later died. The alleged male shooter, who has not been named, was also treated for his injuries and is currently being questioned by police.

.

Authorities say at least one shot was fired inside the church, and at this time no one is in custody. The man they are questioning is cooperating. Both men involved were members of the church, according to police.

.

Montgomery Township police and county detectives are investigating the incident. Police say the Montgomery County District Attorney is looking into the shooting to determine whether or not it was justified.

Natural Disasters

Amy F. Wolkin, Josephine Malilay

.

Travelers should be aware of the potential for natural disasters such as hurricanes, floods, tsunamis, tornadoes, or earthquakes. Natural disasters can contribute to the transmission of some diseases, especially since water supplies and sewage systems may be disrupted; sanitation and hygiene may be compromised by population displacement and overcrowding; and normal public health services may be interrupted.

.

DISASTER PREPAREDNESS

.

Travelers can better prepare themselves for disasters by staying well informed and planning ahead. Travelers should know how to recognize impending hazards and know what to do to protect themselves before the disaster occurs. When arriving at a destination, travelers should be familiar with local risks for earthquakes, floods, landslides, tsunamis, and other hazards, as well as warning systems, evacuation routes, and shelters in areas of high risk. Travelers can find information on travel alerts and disaster threats from the Department of State website

.

http://travel.state.gov/content/passports/english/alertswarnings.html

.

as well as CDCs Travelers Health website (wwwnc.cdc.gov/travel/notices). Recommendations from these sites may include specific immunizations or cautions about unique hazards in the area. The Department of States Smart Traveler Enrollment Program offers a free service to US travelers to register upcoming trips abroad so that the Department of State can send alerts

.

https://step.state.gov/step/

.

Travelers should have access to a first aid kit and an adequate supply of prescription medication in the event of an emergency. They also should develop a family emergency plan (see www.fema.gov for more information), which should include how travelers will locate separated family members or contact family members back at home during a disaster. Domestic or overseas travelers can connect to missing family members through American

.

Red Cross Family Linking Services

.

http://www.redcross.org/find-help/contact-family).

.

HEALTH RISKS

.

During a disaster and when recovering from a disaster, travelers should consider safety as well as mental and physical well-being. The risk for outbreaks of an infectious disease is minimal unless a disease is endemic in an area before the disaster. Although typhoid can be endemic in developing countries, natural disasters have seldom led to epidemic levels of disease. Floods can prompt outbreaks of leptospirosis and cholera in endemic areas.

.

When water and sewage systems have been disrupted, safe water and food supplies are necessary to prevent enteric disease transmission. If contamination is suspected, water should be boiled or disinfected (see Water Disinfection for Travelers in this chapter). Travelers who are injured during a natural disaster should have a medical evaluation to determine what additional care may be required for wounds potentially contaminated with feces, soil, or saliva, or that have been exposed to fresh or sea water that may contain parasites or bacteria. Tetanus booster status always should be kept current.

.

During a natural disaster, deaths are rarely due to infectious diseases. Rather, they are most often due to blunt trauma, crush-related injuries, or drowning. Therefore, travelers should be aware of the risks for injury during and after a natural disaster. In floods, people should avoid driving through swiftly moving water. Travelers should exercise caution during clean-up, particularly when encountering downed power lines, water-affected electrical outlets, interrupted gas lines, and stray or frightened animals. Travelers should also be aware of hazards from alternative sources of fuel and electricity for heating or cooking during power outages (such as carbon monoxide poisoning from an improperly used generator). During natural disasters, technological malfunctions may release hazardous materials (such as release of toxic chemicals from a point source displaced by strong winds, seismic motion, or rapidly moving water).

.

Natural disasters can lead to wide-ranging air pollution. For example, wildfires have caused widespread pollution over vast expanses, worsening symptoms of chronic heart and lung diseases and other respiratory conditions (such as asthma). Natural disasters resulting in massive structural collapse or dust clouds can release chemical or biologic contaminants (such as asbestos). Health risks associated with these environmental occurrences have not been fully studied. Travelers with chronic pulmonary disease, pregnant, or who are immunocompromised may be more susceptible to adverse effects from these types of exposures; if advised, travelers should evacuate the affected area.
