Spot Collector 9.4.0 Mouse Hover No Message

When I hover over buttons on Spot Collector, one get's the typical pop up message line EXCEPT when hovering over buttons on the line of Need, Call, DXCC, etc.  Have I set something wrong?  One get's an instantaneous opening of the message on the affected buttons  but the message won't stay and it's very hard to find the precise place on the button that invokes the message.

+ All are working correctly here with the mouse cursor anywhere on the button surface. When SpotCollector is very busy processing incoming spots, it can take a few seconds for the explanatory popup to appear on screen

My situation is the same as before.  It appears that when the mouse moves over any border of the affected buttons the message momentarily appears.  Nothing I did makes the message stay.   Other buttons work as designed.

Click the header of SpotCollector then repeat your Hover test.

The “window” of interest needs to be active for cursor sensing to work in that window.  The Sporcollector window needs to be active for hover to work for that window.  Same for the other windows.

+ Those pop-up explanations are generated by Microsoft-provided button components used in every DXLab application. If they aren't working, the cause is specific to your system. One possibility is that your system lacks the performance required to keep up with the load SpotCollector is generating; your encountering this behavior during a popular contest that is generating more than the usual number of spots lends credence to this hypothesis.
