Issue With DXKeeper downloading from LOTW

Hello

I have an issue with DXkeeper on Win 10 doing anything that involves downloading from LOTW such as Sync QSL’s or sync QSO’s. When I hit the relevant button the box will come up, says that user and pass is accepted and then the download fails. This is on a new laptop I am trying to migrate DX Keeper to.  I have moved my log mdb file from old PC to new, also moved the workspace for my call sign across in Launcher.

 

I have turned on debugging and this is what I see in the log:   I have tried the generated URL in a browser and the file downloads with no problem so user/pass is ok.   I Have also disabled Windows firewall and Defender

+ Why enabling that option causes the Microsoft-provided "download a file from the internet" function to return "download failure" is beyond me.
