DXKeeper LoTW upload
I guessed it was probably Anti-malware causing the problem. Odd that it
just started. Even more strange that after going to Safe mode with
networking, uploading the QSO's and rebooting in normal mode, I can
upload again without any problems.
+ When you booted Windows into "Safe Mode with Networking", "the culprit" was not automatically started, and thus did not prevent DXKeeper from interacting with TQSL.
+ If the culprit is indeed your anti-malware, then likely it recently installed an update. I suggest that all anti-malware be configured to inform you when an update is available, but not automatically install that update. You can then direct it to install the update at your convenience, and immediately determine whether the new update is having any adverse impact.

After I do Add Requested
and click Upload to LoTW, the DXKeeper LoTW Upload window displays

I was able to upload the QSO's while running in Safe mode with Networking.
