Scripts for QSLing

Hi all:
I am trying to write a couple of script s for QSLing – I am a bit behind on my QSLing duties. What I want to do is the following:
The filter by unconfirmed entity is what I am trying to understand. For instance, if I have DE confirmed by LOTW, I don’t want to send a card out to a DE station. But if I have worked a WY station, and need WY (not confirmed by LOTW or card), then I want to identify it.
Does this make sense? Any suggestions on how to get the unconfirmed entities?

Filter by unconfirmed entities (not confirmed by LOTW or card) - grid, state or DXCC (separate scripts are fine) 3.
