DXView 1.2.8

Starting DXView 1.2.8 while DXKeeper is already running fails to
establish communications between the two. One has to shut down
DXKeeper and restart it to establish the connection.

I just tried this several times without failure. I did "improve" the code in
this area for 1.2.7, so a regression may have been introduced. I'll check it
out on a few other configurations and inspect the code again.

OK, a little more info on this one. It works OK as long as
PropView is not running. With PropView running it fails.
