+ yes, there's risk when you uninstall.

+ Uninstalling when there is no evidence of an installation problem (like error messages complaining about unregistered or missing components) is like discharging a shotgun into the engine compartment of your car when it won't start because it's out of gas: while it might make you feel better, it won't solve the problem, and might create worse problems.

+ Uninstall/Re-install should always be the court of last resort.

Dave wrote the DXLab suite software. Dave knows best how to restore. Follow Dave's advice. Sounds like you are already almost there, some files need to be restored. 

I am sure Dave and other group members will assist you in getting these files restored, myself included.

What is wrong with your approach is you want a quick to execute solution right now and you THINK your quick solution will fix your problems.  Dave (AA6YQ) is fairly certain his approach will fix your problem if you follow his directions, but you don’t want to wait for his answers.  Choose your approach: quick and dirty or slowly and methodically.

Let me ask; what are your going to do, when you ignore the author of DXLabs advice, if your approach fails?

Why not check what application is using the port?

You can do this with Resource monitor. On the Network tab there is TCP-connection and Listener-ports.
Run resmon to start resource monitor.

Or use netstat commands on the command line as described in https://groups.io/g/DXLab/message/160315.
