I am still trying to clean my log up and for R8KAH it has subyekt flashing in blue. What is that and how would you find out what subyekt he is in ? It isn't listed in QRZ. Google wasn't much help either.

+ What DXCC entity is specified in your logged QSO with R8KAH?

+ "Subyekt" is the name given to primary administrative subdivisions in Asiatic Russia. Click the ? button to the left to the subyekt selector in the Award tab on the "Log QSOs" tab of DXKeeper's Main window, and the "Main Administrative Subdivision Selector (Asiatic Russia)" will appear. The "Prmary Administrative Subdivision (Subyekt)" panel in this window provides a 3-way cross reference between Subyekt Name, Subyekt code, and Oblast number. If QRZ reports R8KAH's Oblast number, that uniquely identifies the Subyekt. Otherwise, check the QSL card, or send email to R8KAH.

Rule C.4 in

<http://www.cq-amateur-radio.com/cq_awards/cq_usa_ca_awards/cq_usa_ca_awards.html>

states

"In the case of cities, parks, or reservations not within counties proper, applicants may claim any one of the adjoining counties for credit (once)."

This rule applies to the independent cities of Nevada and Virginia like Carson City, Nevada.

Not too sure what you mean by "provide me with an updated URL which I will update the reference documentation."

I have the last Little Red Booklet, which is the manual method most county hunters applications were written prior to common usage of ham radio software. While it doesn't have much history, I know it lists Carson City, Nevada and provides the direction for stations who have made a QSO with that entity:
1. Carson City is NOT shown in the county booklet.
2. Instead, the instructions on page 4 of the booklet are that the only option that can be used by the applicant is to choose one of the following counties: DOUGLAS, LYON, STORY or WASHOE. The county hunter makes the choice, and any future contacts with Carson City County in Nevada cannot be used.

Thanks Iain,

I checked through each of the 10 items in the page you referenced, and I couldn't find anything wrong.

DXKeeper shows 380 (!!!) QSOs which are still (stubbornly) set to "U". I have looked at the list of QSOs on my XYL's LotW account, and comparing a few between LotW and DXKeeper didn't show any errors, etc, so I think it's safe to assume that there is a high likelihood that the 380 QSOs in DXKeeper and LotW all match? Some of them even show QSLs received in both LotW and DXKeeper.

I'm wondering if the best way to fix this is to do a bulk change of "U" to "Y" using the "DXKeeper Advanced Sorts, Filters & Modifiers" page in order to convince the software that what the humans are seeing is actually correct?

+ It's not necessary to make assumptions; DXKeeper can update those 380 QSOs with their LoTW acceptance "en masse". However, before doing that, let's try updating one QSO and see what happens. Please do the following:

1. on the Main window's "Log QSOs" tab, click the Filter panel's LoTW button; the Log Page Display should be filtered to contain those 380 QSOs whose "LoTW QSL Sent" items are set to 'U'.

2. Pick one of these QSOs, right-click its entry in the Log Page Display, and select "Update from LoTW" in the popup menu. What is the result of this operation?

Carson City is an Independent City, you will find them other places also. There is a bunch of them in VA.
For the purpose of county hunting and the USA-CA award, you can count it for one of the adjoining counties.
