On the Configuration window's Audio tab, the "Alarm trigger" panel lets

you choose between "Unfiltered" (announce newly-created entries that are
needed) and "Filtered" (announce announce newly-created entries that are
needed and that pass the Band, Mode, Continent, and Origin filters). There
is currently no way to limit announcements to newly-created entries that
pass an SQL filter.
