Hope my persistence in this does not offend, but, since simply plugging a keyboard into the USB port on the front of the TS-990 works fine for generating FSK, would it be possible to cable that USB to a second USB port on the PC (in addition to the one used for reception on WinWarbler and for Commander, etc.) permit FSK from the same PC keyboard used for DX Suite?

WinWarbler will not generate FSK via the USB connection to the TS-990.

Directing the TS-990 to transmit in FSK requires an external interface that drives pin 2 of the ACC-2 backpanel connector with a TTL
signal that conveys mark/space information. See

If transmitting RTTY produces a constant tone, your TS-990 is likely configured for FSK mode operation, but with nothing connected
to ACC-2 pin 2. To transmit in AFSK, you must configure WinWarbler to set the TS-990's mode to LSB or DATA.

To setup your TS-990 and WinWarbler for RTTY AFSK operation, you should review

Thank you for your suggestion, Joe.  Your help is much appreciated.  Unfortunately, it did not work.  I tried using the AFSK mode
with the TS-990 in LSB, but heard only a constant tone, about the same as in FSK.
The TS-990 Instruction Manual page 5-47 says,”You can use an external device and operate the transceiver in RTTY (FSK) mode without
using the built-in demodulator, encoder or decoder built in the transceiver.  Connect to the transceiver a TNC suitable for RTTY
communication or a PC that allows the use of applications for RTTY communication so that you can operate the transceiver in RTTY
(FSK) mode.”  It then refers to connection to a PC, including the USB connection with the Kenwood ARUA-10 USB Audio Controller
software, which I have installed.
I did try plugging a USB keyboard into the front panel USB socket, and was able to produce FSK after pressing F12 on the keyboard. 
It seems that I could produce FSK or maybe AFSK from WinWarbler over the USB, if only it were correctly configured.  So, I still
need help with this.

What mode are you using in the TS-990?

RTTY via the USB connection is AFSK and that requires the TS-990
be in sideband (LSB or USB) depending on your articular choice in
WinWarbler's configuration dialog.

The TS-990 needs to be configured to accept audio from the internal
sound card and it requires PTT that selects the sound card audio
instead f microphone audio. I leave the specifics to someone more
familiar with the TS-990 than I am ... or to your study of the TS-990
Instruction Manual.
