Should the bottom of the heat sink rest on the pc board?

As long as output transistor remains electrically isolated from the heatsink it does not matter. The tab of the TO220 case must be kept isolated(not grounded).

They can't! It interferes with blue bias pots. They used to shift the pot forcibly
to accommodate the heat sink. The pots got disconnected and caused havoc. So
Lifting the higher is a good solution!
