Wouldn't this circuit be better if the base of the 2n2222 was fed by Audio In rather than Audio Out? It seems like the AGC is attenuating the signal that it uses to drive the attenuation?

I second the C102 change. Also, monitor your power output while transmitting. If it is lower than 5W, turn RV136 counterclockwise to increase PA gain as described at the bottom of the page here:. http
