Searching my log found 4 digital qsos with Steve. And never the same mode twice. Check out the spread of digital modes. He is a madman of FT8 and (!) non-FT8 modes. My kind of operator! Three cheers!!

Where are you enabling the interrupts? I don't see a TIMSK1 |= (1<<TOIE1); anywhere. Or one for the PPS.

I see you struggling too much with the vfo .. To solve the vfo drift we modified the vfo to accomodate the FLL stage as in Bitx 3b It has an ik3oil FLL stabilizer stage with the counter too . Look at
