That's the board used by the HF Signals Raduino and by W0EB et al of the TSW's Raduino clone.  Solder across J1, plug it in, and it works. :)  

FMI - page 9:
  Oddly, or not, the only actual controller on the board is U2 and it's for the touch screen.
