43ma no signal (SSB no audio) is about twice as high as desired.
Dial that down to 20ma or so.

The two specs you quoted have nothing to do with that as a limit or desired
as they are the what is inside the acceptable envelope with out damage for
switching and not for analog operation.  For analog operation (RF amp)
your limited by heat (power).  That meas to run more power you need
heatsink or accept a heat rise.  FYI: 70C is about the highest I tend to
allow as I prefer cooler.

Also the 2N2219A is the same part in a larger can and can stand more power
(with finned heat radiator).
