Absolute best place is Farmer Jones on W side of Monterey, just N of Curtin ave. It’s also so. of Phelan ave intersect of Monterey/El Camino. Big sign on entrance but shop is tented area behind white fence.

Peter, many chain shops won't touch a used tire or anything that isn't brand new - the lawyers are all over them. Discount tire wouldn't put my never used but 20 yr old spare on my Dodge van. Not only that, but they wouldn't wirebrush the corroded chromed aluminum rim on my car until I shamed them into it when i bought brand new Michelin tires there and one leaked down one month later due to their never brushing the california rims! I had a similar problem with a couple of the name brand tire shops (cough cough America's Tire and Wheel Works cough cough). America's Tire had always been willing to mount up my autocross tires but one day, they refused because of tire wear and date code. Roger Kraus Racing in Castro Valley. They do excellent work, and have the adaptor to balance Citroën DS rims, which do not have a hole in the middle and will thus not work on a conventional balancer. They will install tires you supply.

I dropped on at Roger Krause Racing to verify what they can do
with Citroen wheels and tires. They do have the adapter to mount and spin balance Citroen wheels. There has not been a problem with mounting. The balancing adapter is somewhat of a pain for them to use, so they do charge more to balance, because it takes more time. I also discussed the issue of "we do not touch tires which are
date coded more than 8 years out". No, not a problem with them. We
had a brief discussion about ages of tires, and more depends on
how the tires have been stored. But they treat the customer as
though they had a brain. If you want older tires on your car, that
is up to you.

I've done my own for years, even have a video on doing Honda 600 rims on YouTube. I bought a Harbor Freight dismount/remount device 10 years ago for $35, works great. The only ones I don't try on my own are low profiles or larger alloys like the 17's on my FRS. Huge money saver.
