Seller says "hood is trash."  That doesn't imply that other parts are good.  

I have some 2vc glass panels that I'll donate to anyone who wants them.  need to dig them out to see which ones, but think is a pair of the 3rd windows and 1 or more rear window.  don't think any are from a door or the front windscreen.

That appears to be a suicide door chassis - so from before 1963.   

Condition is hard to tell from the single picture.

Depending on the year, will he be able to license it here in California?

Imagine buying it and doing a complete restoration and finding out he has to ship it out of state?

Unless you already have the parts, it will be expensive to restore. What about an electric derelict restomod?  No doors or top, just beat out the hood so it opens and closes. That body pound per pound is strong and light. What is there , if the structure is not rusted through, can support batteries, might weigh 600 pounds. Nifty beach buggy or sand machine.
