Oh. If i register a car as PNO in CA and pay the nominal fee, Is this a one time fee or do I need to pay this fee every year that is is PNO? I though the later was the case.

I have several cars on Non-op in Calif.
I get a notice every year asking me if I want to now register the car,otherwise
they stay on non-op. No new fees. My one-time payment has taken care of things

If PLANNED Non-Op was done, then it is covered only for the time that that was done. All years OTHER than that will have delinquent fees.

If you go to CHP for VIN verification, the car does not have to go to DMV.
Call the CHP office near you, tell them that you need a VIN verification. I got a nice guy who did a house

Also note that the manager may have been doing you a favor. Sacramento may have bounced the completed paperwork at a later time. Had it happen.
