Its really up to the individual owners to either put out names of players that are available or not. There are many people like me that will target a certain player that they want - for me - Lou Whitaker. Then, I would approach the owner with various options. Why would I announce to the league what players that I am willing to put up for trade when I am looking for a Whitaker or other specific needs.
Often I see players A and B are available. Looking for young guys.
So, announcing players availability works and sometimes it doesn't.

As one of the 'contenders' this year thanks in part to the one-year wonders of Stone and Norris, Harpers Ferry is in the market for some short-term help at 2b.....
