how do I download win32?

The best place to download APRSIS32 from is the WIKI: http://aprsisce.wikidot.com/downloads

While there, please take a look at the initial startup which includes a very nice "first use" video at http://aprsisce.wikidot.com/initial-startup

And I also recommend reading about the Development version http://aprsisce.wikidot.com/doc:development-version
  to make an informed decision on whether to use that version - most people do.

Lastly, it is VERY important to unzip the aprsis32.exe from the downloaded zip file into a folder which has read/write permission. 
  Windows 10 has become quite strict about permissions in the Programs Files and Program Files (x86) folders.
  The supporting data for these executables must go into the {user}\AppData folder, but APRSIS32 does not do that (remains compatible with other OS's)
