Symbols Primary 45 and 46

Something doesn’t make sense to me. The symbols are different butthe codes look the same. What s it I am not seeing?

That setting is not used. The TNC in use will determine "on-the-air" baud rate.

300 BAUD OPERATION
Does APRSISCE no longer support 300 baud operation? I'm trying to setup a port using AGW and it is only showing a shaded 1200 baud. It will not let me select any other baud rate.

You can delete the whole directory, but my recommendation would be to delete the following files:
APRSIS32.EXE (since you think it is corrupt and want to download it fresh)
*.log

In the APRS world, the destination has nothing to do with a station, but is an "Application Identifier". From http://www.aprs.org/aprs11/tocalls.txt we see that APOTxx is assiged to the Open

APOTC1 is a "destination call" or "AltNet" callsign. You will find many different possibilities here:

Still trying to redo my aprsis32.. but on the way I reconfigured my tnc as a "moutain-top Digi".. and let it play for a bit. I was monitoring traffic and came across the following.

Really like the weather warnings for the areas I have selected. What I don't care for are the repeated weather warnings every ten or fifteen minutes. Anyway to cure that?

Lynn may be able to speak to that...
The local server port acts just like an APRS-IS port, and can handle filters.
You can probably define a filter that would only serve packets
