The rest of the world will tell you that it will work.  

If putty can access the serial port on the machine, then APRSISCE/32 should be able to as well. 

You will need to release the port from putty and then tell APRSISCE/32 to open the port. 

We have asked for a terminal emulator tool within APRSISCE/32 for many years, and Lynn has hinted at including one some day. It would be very handy in situations like this to allow one to be able to test serial communications, and prove out operations. Many people get caught trying to make multiple programs talk to the serial port at the same time. 

It is difficult to diagnose and test functions without the proper tools. It is difficult to be able to diagnose and correct problems like this over email. People including myself are giving partial hints at what to try, and you are giving minimal information back about what is happening. That’s not to fault anyone, it’s just the nature of the beast. Any one of us sitting at your computer could probably have you up and running in a minute or two. But this method takes a lot of time because both sides have limited focus. There’s going to be something that you are missing in what we are telling you to do, and/or something that you are not reporting back to us. 

Once you have it working, there will probably be an aha! moment where the tiny missing piece is discovered. 

It will work, guaranteed! 🤪

Nope, only one program can have control of the serial port at a time. 

Shut down putty and then get APRSISCE/32 to connect to the serial port.

You are disconnecting (shutting down) PuTTY before trying to connect with APRSIS32?
Does APRSIS32 say {RF Port} OK?

What strings is PuTTY seeing?

Maybe post the section of the RF Port log when you try to connect.
It shouldlook something like this:

Please define "would not connect".  If it can't open the COMM port, then you still have something running that has it open.  If it's just not receiving, then a few minutes may not be enough depending on how frequently packets decode in your RF environment.

Putty or any other terminal emulator can LISTEN to KISS-formatted traffic.  It's still serial data.  The packet headers will be non-printable and graphics characters, but the packet payloads are usually readable and recognizable.  All we're trying to do with the terminal emulator is SEE incoming packets from the TNC.  We'll worry about transmitting KISS-formatted packets after we're sure we can listen.

TNC is definitely in kiss mode.It is set as per the two lines on the KPC3 + page to be in kiss mode all the time.
I have narrowed down to a port issue. Even if I use another cable which then shows as port 4, I still can not see Or talk to that port with Putty. In fact I can not communicate with any port. Not sure if this is a win 10 thing or what.

I agree that's he's got the wrong driver. But I use an old driver and it work flawlessly. The only thing is sometime windows will do an update and will put the last driver version and your wire won't comminicate. You just go in the com port propreties in the device manager setting and put back the driver that work .

Just what do you specifically mean by that statement?  If you don't get anything from the TNC into a terminal emulator on the APRSIS32 machine, then APRSIS32 won't get anything either.  You need to track down the proper COMM port and settings such that SOMETHING comes in to a terminal emulator.  Once that is working, we can go forward with port types and everything else.

From the logs you provided, COM5 is being opened, but there is nothing coming in to be read.  You've got a connectivity issue between the TNC and the APRSIS32 PC that needs to be diagnosed with a terminal emulator on that machine.

Just because the device was COM5 on the Windows 98 machine (assumption on my part) doesn't mean that COM5 on the APRSIS32 machine is the same adapter and port.  You may also need to "joy plug" the handshaking signals as that is another difference between operating systems.  That means tie RTS to CTS and DTR to DTR and CD on the TNC end of the plug.  Some USB cables don't pass these signals through and some TNCs require them before they'll send out any data.

There may be a TNC setting to use software handshaking instead of hardware handshaking.  This can also help.

To use simply KISS, you need to place the KPC3 in KISS mode by external means. There are a couple of apps out there and a batch file to place the KPC3 in KISS and start APRSIS32   Then when you exit APRSIS32, it will send the commands to take the KPC3 out of KISS mode.

I am not near my computer to find those bstch files and apps.  There must be an old thread with the info on them.

Alright, I got everything set up and running. Using an object for weather reporting under the same SSID and same location, it seems to be working correctly? Hopefully. It gave me a warning when I set it up that way but I can't really see any malfunctions. So far the gate as uploaded some traffic (Including my own) And that's great! As far as setting the server to noam.aprs2.net I have no clue where to set this, I've searched through all the options and I just am unsure. Thanks for the very helpful comment though! I greatly appreciate it.
