No, in this case Fred is really talking about an APRS message addressed to "ISS". In order to be easy to remember, my SATSRV pass auto-responder watches for true "messages" addressed to satellite "names" (or numbers) and responds with the next pass information for the location last beaconed for the message source. The auto-responder isn't ON the ISS because then you wouldn't be able to send a message to it if it wasn't visible, so what would be the point. And rather than some esoteric auto-responder address that no one
is likely to remember, I chose to use the satellite name as the
addressee since none of the satellites service APRS messages
