If you double-click that narrow vertical bar, it will give you the raw numbers.  The level of the bar and the colors are a red-herring based on a much earlier version of APRSISCE/32 that actually had a limited station count capability.  It would grow the bar as more stations became known and eventually turn red as it neared the top.  That is still the behavior, but when the current station list size is hit, the size is expanded resulting in the bar going back down into the yellow (orange) or green.

So, the bar really exists now only to be a double-click target to get at the detailed station count and configured age information.  Specifically:

But do not understand what it is telling me. when I first open it it is RED and full scale, and as time goes on even tho the station list on the left gets huge this bar drops turns orange and eventually green.
