This is not likely a passenger balloon, but a High Altitude Balloon.  In this case, it became a "floater" where the weight of the payload and the lift of the balloon balanced out to not ascend to burst altitude.  Many HABs shoot up to 90-100,000 feet where they burst and the payload plummets back to the ground.  This could stay up for days or weeks.
